2351 ORDINANCE NO. 2351
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR CONSTRUCTION
OF A SPECIAL NEEDS YOUTH DEVELOPMENT BASEBALL FIELD IN
TILDEN RODGERS PARK TO BE CONSTRUCTED BY FIELDS, INC., AND
FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of
competitive bidding in exceptional situations where such procedure is deemed not feasible or
practical; and
WHEREAS, there are many items necessary for the City's use where competitive
bidding is deemed not feasible or practical; and
WHEREAS, the City of West Memphis has entered into an agreement with the Cal
Ripken Foundation to construct a special needs youth development baseball field to be
constructed by Fields, Inc., and the construction of such field requires specialized contractors
associated with the Cal Ripken Foundation such that competitive bidding would not be feasible
or practical;
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS,ARKANSAS:
1. That competitive bidding be waived for the construction of the special needs youth
development baseball field at Tilden Rodgers Park to be constructed by Fields, Inc.
