WEST MEMPHIS CITY COUNCIL
October 23, 2014
A Special Called Meeting of the West Memphis City Council was held on Thursday, October 23, 2014 at 12 p.m.
in the City Council Chambers at City Hall, 205 S. Redding, West Memphis, Arkansas.
In the absence of Mayor William Johnson, Councilor Robinson made motion, seconded by Councilor Hutchinson
to elect Councilor Catt to preside over the meeting. Upon voice vote, the voting was unanimous to approve.
Councilor Catt called the meeting to order at 12:16 p.m. Phillip Para, City Clerk, called the roll. Those present
were: City Attorney David Peeples, City Treasurer Frank Martin and Councilors, James Pulliaum, Marco
McClendon, Willis Mondy, James Holt, Melanie Hutchinson, Lorraine Robinson, Tracy Catt. Those absent were:
Mayor William Johnson, and Councilors Ramona Taylor, Herman Coleman and Taz Tyrone. Quorum being
present, Councilor Catt proceeded with the meeting.
PERMISSION REQUEST
Councilor Mondy moved, seconded by Councilor Robinson to distribute the Southland Gaming & Racing Charity
Day Funds in the amount of$15,907.62 to LR Jackson Girls and Boys Club since financial report has been turned
in the Finance Department. Councilor Catt suggested that a the current Ordinance regulating the rules for
approved charities be reviewed and amended. He requested that it can be reviewed and change before the end
of November. Upon voice vote, the voting was unanimous to approve distribution.
Having no further business to come before the City Council, Councilor Catt moved, second by Councilor Pulliaum
to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned at
12:30 p.m.
