AN ORDINANCE TO REPEAL SECTION TWO (2) OF ORDINANCE NO. 986,
AND ESTABLISHING A FOUR-WAY STOP SIGN AT THE INTERSECTION
OF BALFOUR ROAD AND NORTH AVALON STREET, WEST MEMPHIS,
ARKANSAS, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
SECTION 1. Section Two (2) of Ordinance No. 986,
establishing an electrical traffic light signal at the
intersection of Balfour Road and North Avalon Street,
West Memphis, Arkansas, is hereby repealed.
SECTION 2. There is hereby established in the City
of West Memphis, Arkansas, a four-way stop sign at the
intersection of Balfour Road and North Avalon Street,
West Memphis, Arkansas.
SECTION 3. All Ordinances or Parts of Ordinances
in conflict herewith, are hereby repealed.
SECTION 4. Emergency Clause. It being found and
determined by the City Council of the City of West Memphis,
Arkansas, that the electrical traffic light signal at the
intersection of Balfour Road and North Avalon Street has
created a traffic problem to the Citizens of the City of
West Memphis, Arkansas, and, that it is in the best interest
of all our Citizens that a four-way stop sign should be
established at the said above mentioned intersection, an
emergency is declared to exist and this Ordinance being
necessary for the peace, welfare and safety of the Citizens
of the City of. West Memphis, Arkansas, shall become effective
upon its passage and approval.
