DAN CRAFT, CITY CLERK NOVEMBER 8, 1983 MAYOR'S VETO OF ORDINANCE NO. 1143 z I a~n herein filing my written statement concerning my veto of Ordinance No. 1143 which was adopted by the West Memphis City Council on November 3, 1983 and filing this with the office of the City Clerk prior to the next regular meeting of the City Council. I am vetoing Ordinance No. 1143, An Ordinance Creating the Position of Public Works Director, Establishing the Responsibilities of the Public Works Director and Minimum acceptable qualifications, declaring an emergency and for other purposes, for the following reasons: 1. No money has been appropriated for such a position and it is my opinion that this is not justified that an emergency does exist since the position is not to be filled until January 1, 1984. 2. Section 1 of Ordinance 1143, in my opinion that it is in conflict with the Arkansas State Statue, Section 19-1013.1. 3. Section 2 of Ordinance No. 1143, is an ambiguous statement as far as to the two minimumsfor acceptable qualifications of the Public Works Director. For the above reasons, I have officially vetoed Ordinance No. 1143, adopted by the City Council on November 3, 1983 as of this date November 8, 1983. Leo Chitman, Mayor City of West Memphis, Arkansas
