2373 ORDINANCE NO. aZ 373 AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE OF A LEKTRO MODEL AP8850SDA AIRCRAFT TOWING VEHICLE,AND FOR OTHER PURPOSES. WHEREAS, Arkansas Code Annotated Section 14-58-303 authorizes the waiving of competitive bidding in exceptional situations where competitive bidding is deemed not feasible or practical; and WHEREAS, the City of West Memphis and the West Memphis Airport Commission are in need of acquiring an aircraft towing vehicle in order to be able to handle aircraft weighing up to 120,000 pounds; and WHEREAS, the Arkansas Department of Aeronautics is currently accepting applications for grants for funding ninety percent (90%) of the acquisition of such equipment and the funds available for such acquisitions and the duration of this grant funding program may be limited; and WHEREAS, the City Council determines that competitive bidding should be waived for the reason that grant funding through the Arkansas Department of Aeronautics for such acquisitions has only recently been made available and the funds available and the duration of the grant funding program are expected to be limited and competitive bidding under such circumstances would not be feasible or practical; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS, ARKANSAS THAT: SECTION 1. Competitive bidding is hereby waived for the purchase of a Lektro Model AP8850SDA Aircraft Towing Vehicle, for a total cost of$101,015.00, plus shipping, to provide the West Memphis Airport Commission the ability to handle aircraft weighing up to 120,000 pounds and to take advantage of 90/10 grant funding currently available through the Arkansas Department of Aeronautics.
