AN ORDINANCE TO REZONE A 39.2 ACRE TRACT OF LAND
IN THE EAST HALF OF THE ?`dORTHWEST QUARTER
(EZ NPT~) AND THE EAST HALF OF THE SOUTH-
WEST QUARTER (E~SW4) OF SECTION 24-6-8

WHEREAS, application was made to the City Planning
~,,,; Commission to rezone the hereinafter described property
and after notice having been published for the time and
in the manner as provided by Ordinance No. 1033 the matter
was heard by the City Planning Commission and no persons
appearing to protest the same the Planning Commission
recommended that said application be granted: NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST ~,ZE~~PHIS, 9RKANSAS:
SECTION I: That the following described property,
to wit:
That part of the East Half of the Northwest Quarter (E': Nt"7~)
of Section 24, Township Six (G) North, i'~l~;e Eight (8) East,
more particularly described as follows:
Commencing at the Northeast corner of the NWT of Section 24,
T-6-N, P~ 8-E, thence South along the East line of the NW4 of
Section 24, a distance of 1648.0 feet to the point of beginning;
thence South 79 degrees 44 minutes West 103.8 feet; thence
North 24 degrees 00 minutes West 10.65 feet to a point on
the South line of Lot 45 of Bond's Survey of Irregular Lots;
thence South 78 degrees 52 minutes East 288.2 feet along a
fence line, said line being the south line of. Lots 41, a2,
43, 44 and 45 of. Bond's Survey of Irregular Lots, Hulbert
Arkansas; thence South 10 degrees 40 minutes East 123.9
feet along a fence line; thence South 77 degrees 14 minutes
West 103.2 feet; thence North 10 degrees 16 minutes West
254.0 feet along a fence line; thence North 70 degrees 43
minutes East 47.0 feet along a fence line; thence North 16
degrees 23 minutes West 175.0 feet along a fence line to a
point on the center line of a drainage canal, said point
being on the South line of Lot 31 of Bond's Survey of Irregular
Lots; thence Southwesterly along the center line o_f said drainage
canal to the Southwest corner of the E~ NW4 of Section 24;
thence North 89 degrees 32 minutes East 1310.1 feet along the
South line of the E2 NW4 to the center of Section 24; thence
North 992.0 feet along the East line of the EZ NWT to the
point of beginning; containing 25.5 acres rrore or less, and
subject to right-of-ways of the r,Iissouri Pacific Railroad and
easements of the Oklahoma r:2ississippi River Products Line, and
the City of West 11'temphis, Arkansas.

That part of the East Half of the Southwest Quarter (EZ SW4) of
Section 24, Ttiv~mship Six (6) North, Range Eight (8) East, lying
North of the Missouri Pacific Railroad right-of-way, more
particularly described as follows:
Beginning at the center of Section 24, T-6-N, R-8-E, thence South
along the East line of said SW4 95.4 feet to a point on the
North right-of-way line of the Missouri Pacific P,ailroad; thence

minutes East 1310.1 feet to the point of beginning, containing

SECTION II: That all ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION III: EMERGENCY CLAUSE: It is found and
determined by the City Council that this property is in the
process of development and the immediate passage of this
ordinance is necessary for the orderly development of said
property; and the passage hereof is necessary for the growth
and expansion of West r?emphis, Arkansas, and that the passage
hereof is in the interest of the public health, safety, and
welfare of the City of West Memphis and the inhabitants
thereof. Therefore, an emergency is hereby declared to
exist and this ordinance shall take effect and be in force
immediately upon the passage and approval.
