DATE: MARCH 1, 1984
RE: MAYOR'S VETO OF ORDINANCE N0. 1159
I am herein filing my written statement concerning the veto of
Ordinance No. 1159 which was adopted by the West Memphis City Council
on February 16, 1984 and filing this with the Office of the City Clerk
prior to the next regular meeting of the City Council.
I am vetoing Ordinance No. 1159, An Ordinance Establishing A
Budget Commission, Defining Their Responsibilities And Duties, Declar-
ing An Emergency And For Other Purposes, for the following reasons:
1. Sn my ,judgement, it is contrary to public interest.
2, It delegates authority to a Commission which only the Council
has the power to exercise.
3. The prdinance has no provisons requiring commission members to
be bonded as required by Arkansas Statute Annotated Section 19-4430.
4. It does not give the Mayor sufficient time to select and appoint
members to the Commission.
For the above reasons, Z have officially vetoed Ordinance 1159,
adopted by the West Memphis City Council on February 16, 1984 as of this
date March 1, 1984.
