2378 ORDINANCE NO. 4371 AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE AND INSTALLATION OF POLICE EQUIPMENT AND PANNIN TECHNOLOGY IN-CAR VIDEO CAMERAS FOR FIVE (5) POLICE VEHICLES,AND FOR OTHER PURPOSES. WHEREAS, Arkansas Code Annotated Section 14-58-303 authorizes the waiving of competitive bidding in exceptional situations where competitive bidding is deemed not feasible or practical; and WHEREAS, the City of West Memphis is in need of acquiring police equipment and Pannin Technology In-Car Video Cameras for five (5) police vehicles; and WHEREAS, the City Council determines that competitive bidding should be waived for the reason that Fleet Safety Equipment, Inc., is capable of providing and installing the necessary equipment and video cameras at one time and which will be compatible with existing equipment and servers utilized by the West Memphis Police Department without requiring the additional time and expense of transporting the five police vehicles between different providers and installers and competitive bidding under such circumstances would not be feasible or practical; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS,ARKANSAS THAT: SECTION 1. Competitive bidding is hereby waived for the purchase and installation of police equipment and Pannin Technology In-Car Video Cameras for five (5) police vehicles, for a total cost of$45,659.02. These items to be purchased from and installed by Fleet Safety Equipment, Inc.. SECTION 2. All Ordinances or parts of Ordinances in conflict herewith are hereby repealed. Joel Johnson IT Division West Memphis Police Department To whom it may concern: The West Memphis Police Department is seeking to wave competitive bidding for outfitting the (5)five purchased 2015 Chevy Tahoe Police Package vehicles. These vehicles must be outfitted with In-Car Video Camera systems that must be purchased and installed only by Pannin Technology. This department must use the Pannin cameras since they have been in operation since 2006. We recently upgraded the server with more storage space in order to accommodate more storage. The camera download system we have in place will only work for Pannin systems, their download ability, software to play the videos as well as store them on the sever is proprietary to Pannin systems and does not integrate with any other camera systems. To install these camera systems into a police vehicle, Technicians must partially install the police lights, sirens and control boxes before installing the camera systems. The Pannin camera systems use sensors that start the recording on the cameras when the police lights are activated. This installation can only be accomplished mid-way through the light installation. The department has obtained quotes for two companies that are capable of installing the equipment for vehicles. One of the companies is Fleet Safety, which is a sister company to Pannin Technology. We would like to wave bidding so that Fleet Safety can install all the police equipment as well as installing the Pannin Cameras. This would allow the vehicles to be serviced at one location,without having to have part of the work done at one shop in Little Rock, and then drive the vehicle to Memphis to install the cameras, and then return the vehicle to Little Rock for completion of the equipment installation.
