AN ORDINANCE TO WAIVE C0~1~PETITIVE BIDDING,
ESTAT3LISIIING AN EbIERGENCY AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Statute 19-4425 allows waiving of
competitive bidding in exceptional situations where such
procedure is deemed not feasible or practical; and,
WIIEREAS, there are many items necessary for the City's
use where competitive bidding is deemed not feasible or
practical;
NOW, THEREFORE, BE IT OP,DAINED BY THE CITY COUNCIL OF
THE CITY OF WEST ME~aPHIS, ARKANSAS:
1. That competitive bidding be waived for the following
item (s) to be used by the City, described as follows:
1984 Audit of Utility Department .................. $10,500.00
2. Emergency Clause. It having been found and determined
by the City Council of the City of Rest ?d~mnhis, Arkansas, that .
t'~cre is an urent need by the City of West r.emphis for the item (s)
described above, an emergency is hereby declared to exist, and
