AN ORDINANCE TO S7AIVE COliPETITIVE BIDDING,
ESTABLISIiI2JG AN EMERGENCY AND FOR OTHER PURPOSES.
~ WHEREAS, Arkansas Statute 19-4425 allows waiving of
competitive bidding in exceptional situations where such
procedure is deemed not feasible or practical; and,
WiIEREAS, there are many items necessary for the City's
use where competitive bidding is deemed not feasible or
practical;
NOtV, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WEST ;G~E;:IPHIS, ARKANSAS:
1. That competitive bidding be waived for th'e following
item (s) to be used by the City, described as follows:
One video tape of approximately 10 minutes
duration to advertise and promote West Memphis
to be produced by DAT Productions, Inc. of
83 South Front Street, Memphis, Tennessee for
a cost not to exceed $10,000.00.
2. Emergency Clause. It having been found and determined
by the City Council of the City of `4est Memphis, Arkansas, that .
there is an urgent need by the ~ity of SYest 1',:emphis for the item (s)
described above, an emergency is hereby doclared to exist, and
this G~dinance.bei.ng necessary for the preservation of the
public peace, health, safety and welfare of the Citizens of
