WEST MEMPHIS CITY COUNCIL
September 3, 2015
A regular meeting of the West Memphis City Council was held on Thursday, September 3, 2015 at 1:30 p.m. in
the City Council Chambers at City Hall, 205 S. Redding, West Memphis, Arkansas.
Invocation was given by David Mosely of First United Methodist Church. Mayor Johnson called the meeting to
order at 1:30p.m. Phillip Para, City Clerk, called the roll. Those present were: Mayor William H. Johnson, City
Attorney David Peeples, and Councilors, Ramona Taylor, Helen Hams, Marco McClendon, James Holt, Taz
Tyrone, Lorraine Robinson, Melanie Hutchinson, Tracy Catt, and James Pulliaum. Absent were: City Treasurer
Frank Martin and Councilor Willis Mondy. Quorum being present, Mayor Johnson proceeded with the meeting.
BID OPENINGS
Bids for Manhole Rehabilitation for Basins 8 and Extension to Utility Plant were opened at 1:00pm and bid tally
sheets were given to the City Council. Councilor Pulliaum made a motion, seconded by Councilor Taylor to
accept the bids and refer to the Utility Commission for final disposition. Upon voice vote, the voting was
unanimous.
Bids for 2015 Street Overlay & Improvement Project were opened at 1:00pm and bid tally sheets were given to
the City Council. Councilor Taylor made a motion, seconded by Councilor Tyrone to accept the bids and refer to
the Public Works Commission. Upon voice vote, the voting was unanimous.
MINUTES
Councilor Catt moved, seconded by Councilor Pulliaum to dispense with the reading of the minutes of
August 20, 2015 City Council meeting and approve them as submitted. Upon voice vote, the voting was
unanimous to approve.
OLD BUSINESS
3rd Reading AN ORDINANCE TO AMEND SECTION 11.08.048 OF THE WEST MEMPHIS MUNICIPAL
CODE TO PROHIBIT THE PARKING OF MOTOR VEHICLES ON ANY UNPAVED PORTION OF A FRONT OR
SIDE YARD IN ANY RESIDENTIAL DISTRICT IN THE CITY OF WEST MEMPHIS AND FOR OTHER
PURPOSES
Councilor Catt made a motion, seconded by Councilor Pulliaum to table until the next meeting on September 17,
2015. Upon voice vote, the voting was unanimous.
Councilor Catt announced that Public Hearing will take place on September 10`h at 6:OOpm
COMMITTEE REPORTS
Public Works Committee: Councilor Taylor reported that City Engineer Sorrell gave his report that the drainage
work on S 15 is not yet complete and they are still working on the drainage project in Westwood Acres. No
quorum was present, so no actions were taken.
ANNOUNCEMENTS
Mayor Johnson announced that this year's Municipal League Meeting is in Springdale, Arkansas and the National
League of Cities Meeting is in Nashville, Tennessee. Councilor Members may attend the National League of
Cities Meeting in Nashville in lieu of Municipal League meeting, if they choose.
Having no further business to come before the City Council, Councilor Taylor moved, second by Councilor Tyrone
to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned at 1:55 p.m.
