RE: Recommendations from the Planning Commission meeting held on Wednesday,
September 30, 2015, to the Mayor and City Council, on Thursday, October 15,
2015.
I. PUBLIC HEARINGS
A. Special Use Permit,B & D Towing& Recovery,4112 E. Service Roads
Application Case#SUP-01-15—The West Memphis Planning Commission
recommended to approve the SUP for Mr. and Mrs. Jeff Casper, for the property located
at 4112 E. Service Road. This property contains 5.10 acres and is zoned C-2,
Commercial.
After review and discussion the Commission recommended to allow the SUP to allow
Mr. &Mrs. Casper to operate a Towing and Recovery Facility at this location, subject to:
1. The DRC approval in regards to: site proof fencing to screen wrecked vehicles
and landscaping.

ORDINANCE NO.
AN ORDINANCE GRANTING A SPECIAL USE PERMIT FOR THE
PROPERTY LOCATED AT 4112 EAST SERVICE ROAD ALLOWING A
TOWING AND RECOVERY FACILITY IN A C-2, COMMERCIAL DISTRICT
OF THE CITY OF WEST MEMPHIS.
WHEREAS, application has been made to the City Planning Commission, on
September 30, 2015 for a Special Use Permit to allow a Towing and Recovery Facility in
a C-2, Commercial District of the City of West Memphis as required by Ordinance No.
1988,as amended.
WHEREAS, after notice had been published for the time and in the manner as
provided by Ordinance No. 1988,as amended,the matter was heard by the City Planning
Commission on Wednesday, September 30,2015 and the Planning Commission
recommended a Special Use Permit be granted to allow a Towing and Recovery Facility
in a C-2, Commercial District of the City of West Memphis. Subject to the following
criteria:
1. Design Review Commission approval of"attached site plan", in regards
to: site proof fencing to screen wrecked vehicles and landscaping.
NOW,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WEST MEMPHIS ARKANSAS:
SECTION 1: The following described property,to wit:
Address: 4112 E. Service Road
and the same hereby is granted a Special Use Permit allowing a Towing and
Recovery Facility in a C-2, Commercial District of the City of West Memphis. Subject to
the following criteria:
1. Design Review Commission approval of"attached site plan", in regards
to: site proof fencing to screen wrecked vehicles and landscaping.
SECTION 11: That all ordinances or parts of ordinances in conflict herewith are
hereby repealed.
