AN ORDINANCE PURSUANT TO THE AUTHORITY GRANTED BY THE
LEGISLATURE OF THE STATE OF ARKANSAS, AND ACT N0. 910,
OF THE ACTS OF THE 1979 GENERAL ASSEMBLY OF THE STATE
OF ARKANSAS, CREATING A PORT AUTHORITY FOR THE CITY OF
WEST MEMPHIS, ARKANSAS, AND FOR OTHER PURPOSES.

~ BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
SECTION 1. Ordinance No. 592, dated February 6, 1969,
is hereby repealed.
SECTION 2. There is hereby created under the provisions
of Act 910 of 1979, of the Acts of Arkansas, a West Memphis
Port Authority, which shall have the power and authority as
specifically granted hereunto by Act 910 of 1979, of the
Arkansas General Assembly meeting in regular session.
SECTION 3• The West Memphis Port Authority shall be
governed by a Board of five (5) members, one (1) of whom shall
be the Mayor of the City of West Memphis, and who shall be
Chairman of the Board. The members shall be appointed by the
rr Mayor and shall be qualified electors residing in the City of
`~, West Memphis, Arkansas, or within the County of Crittenden,
.Arkansas.
SECTION 4. The members of the Board shall be appointed
for a period of one (1), two (2), three (3), four (4), and
five (5) years, respectively, so that the term of one (1)
member shall expire each year.
SECTION 5. Upon the termination of the office of each
member, his successor shall be appointed for a term of
five (5) years and shall serve until his successor shall have
been appointed and qualified. In the event of a vacancy,
however caused, the successor shall be appointed by the Mayor
for the unexpired term.
SECTION 6. The Board shall elect one (1) of their
members as Vice Chairman, and shall elect a Secretary and a
Treasurer who need not necessarily be members of the Board.

SECTION 7. The Board shall meet upon the call of
its Chairman and a majority of all of its members shall
-~ constitute a quorum to transact business.

- SECTION 8. The members of the Port Authority shall
,,. receive such compensation for their services as shall be
determined and prescribed by'this Ordinance.
