AN ORDINANCE TO
ESTABLISHING AN
PURPOSES
WHEREAS, Arkansas

procedure is deemed not
WAIVE COMPETITIVE BIDDING,
EMERGENCY AND FOR OTHER
Statute 19-4425 allows waiving of
exceptional situations where such
feasible or practical; and,
WHEREAS, there are many items necessary for the City's
use where competitive bidding ~s deemed riot feasible or

practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following
items to be used by the City, which are described as follows:
Sealing 24" concrete sewer line from inside for 372 feet:
12,500 gallons of Sealer.........@ $3.70 per gallon..$4,625.00
Five (5) days ....................@ $500.00 per day.....$2,500.00
To move equipment two (2) ways - @ $500.00 each way....$1,000.00
TOTAL $8,125.00
2. Emergency Clause. It having been found and determined
by the City Council of the City of West Memphis, Arkansas, that
there is an urgent need by the City of West Memphis for the
items described above, an emergency is hereby declared to exist,
and this Ordinance being necessary for the preservation of the
public peace, safety and welfare of the citizens of West Memphis,
Arkansas, shall be in full force ana effect from and after the
date of its passage and approval.
