AN ORDINANCE AUTHORIZED BY ARKANSAS STATUTE 19-3208,
PRESCRIBING PENALTIES FOR PERSONS DAMAGING LIBRARY GROUNDS
OR PROPERTY, OR FAILURE TO RETURN BOOKS, PERIODICALS OR
PROPERTY, BELONGING TO WEST D'lEMPHIS PUBLIC LIBRARY, AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
SECTION I. The Purpose of this Ordinance is to protect the
property, and grounds of the West Memphis Public Libraries and
to require that all books, periodicals, or property be returned
by borrowers.
SECTION II. It shall be unlawful for any person to damage
in any manner the grounds or property of the Wrest Memphis
Public Library or fail to return any book, periodical, or
similar property when requested.
SECTION III. It shall be the responsibility of the Librarian

of the West Memphis Public Library to give notice to the
delinquent borrower that failure to return books or periodicals
within fifteen (15) days will cause criminal action to issue.
Notice shall be by CERTIFIED MAIL.
SECTION IV. Any person who fails to return a book or books,
a periodical or periodicals to the West Memphs Public Library
when an Overdue Notice is received or damages the property or
grounds of the West Memphis Public Library, shall be guilty of
a Class "C" Misdemeanor and shall be punished according to law.
SECTION V. All Ordinances or Parts of Ordinances in conflict
herewith, are hereby repealed.
