AN ORDINANCE TO AMEND ORDINANCE N0. 393,
DATED, AUGUST 18, 1960, DELETING THE
WORDS, CITY ENGINEER, AND IN LIEU THEREOF
APPOINTING A CODE ENFORCEMENT OFFICER
TO ENFORCE PROVISIONS OF ORDINANCE N0. 393,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.
SECTION 1. Ordinance No. 3g3, dated August 18, 1960,
is amended by deleting the words, CITY ENGINEER, and in
lieu thereof designating a CODE ENFORCEMENT OFFICER in
Section 20, Paragraphs (a), (b), and (d).
SECTION 2. All Ordinances or Parts of Ordinances
in conflict herewith, are hereby repealed.
SECTION 3. Emergency Clause. It being found and
determined by the City Council of the City of West Memphis,
Arkansas, that under the existing Ordinance on litter there
~''" is no person responsbile for enforcing the Ordinance, an
emergency is hereby declared to exist, and this Ordinance
being necessary for the preservation of the public peace,
health, welfare and safety of the citiznes of West Memphis,
Arkansas, shall be in full force and effect upon its passage
