ORDINANCE N0. ~--->
AN ORDINANCE TO INCREASE THE ELECTRICAL RATES FOR
THE CITY OF WEST MEMPHIS, ARKANSAS, DECLARING AN
EMERGENCY, AND FOR OTHER PURPOSES.
WHEREAS, the Arkansas Power and Light Co., our electrical
source of power has increased their rate of power recently, AND
WHEREAS, the City of West Memphis, Arkansas can no longer
absorb this increase, AND
WHEREAS, the City of West Memphis, Arkansas is doing everything

possible to resist this p~cr increase, including the employment of
Legal Counsel, in Washington, D. C.
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
Section 1. That all electrical rates for the City of West
Memphis, Arkansas established by Ordinance No. 8ZI-~I-, dated
September 7, 1975, be increased by ten per cent (10~), effective
March 1, 1976.
Section 2. All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
Section 3. Emergency Clause. It having been found a.nd
determined by the City Council of the City of West Memphis, Arkansas,
that the increased cost of power by the wholesale source, the
Arkansas Power & Light Co., has made conditions such that the
pUt~~i~,l~~ity Department can no longer operate economically without this
`p~i#~r~increase, an emergency is hereby declared to exist and this
ordinance being immediately necessary for the preservation of the
public peace, health, safety, and welfare of the City of West Memphis,
Arkansas, shall be in full force and effect from its passage and
approval.
