AN ORDINANCE TO AMEND SECTION 8.2 OF
ORDINANCE N0. 715 OF WEST MEMPHIS, ARKANSAS
DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
Section 1. Section 8.2 of Ordinance No. 715 of the

City of West Memphis, Arkansas, is hereby amended to provide
under "Tire Recapping Shop" two sections, respectively
called: "Heat Process" and "Cold Process". The "heat process"
shall remain as a permitted use in the M-2 zone, but the
"cold process" subdivision of Tire Recapping Shop shall be
allowed to be operated on lands zoned M-1 or M-2.
Section 2. The previously existing section 8.2 sub-
division concerning "Tire Recapping Shop" and all other
ordinances or parts of ordinances in conflict therewith are
hereby repealed.
Section 3. It being found and determined by the City
Council of the City of West ll~emphis, Arkansas, that a new
industry proposes to locate in the City and this amendment
is immediately necessary in the interest of uniform regula-
tion and orderly growth, development and expansion of the
City of West Memphis and is in the interest of the health,
safety, and welfare of the inhabitants of said City, an
emergency is hereby declared to exist and this Ordinance
shall be in full force and effect from and after its passage
and approval as required by law.
