Mayor Johnson presented the State of the City Message. A copy is attached for the record. Mayor
Johnson paid a special tribute by acknowledging we lost a lot of experienced people from City
Government in 2016: John Rimmer, Lynda Avery, Ward Wimbish, Renita Rash, and Alvalu Sides. He
said these people accounted for approximately 175 years of dedicated service to this city.
COMMITTEE REPORTS
FIRE COMMISSION -Councilor Catt reported that through the efforts of our Administration and the Fire
Department, West Memphis became a Class I rated Fire Department in September of 2014. The required
score is 90 and we scored 90.82. West Memphis recently requested a re-evaluation. Councilor Catt
reported that through the efforts of West Memphis Utility, which is 40% of the total score, the West
Memphis Police Department(10% of the total score) and West Memphis Fire Department(50% of the
total score)West Memphis scored 94.36. Unless another re-evaluation is requested, we will not be re-
evaluated until 2021. He said this is quite an accomplishment because there are only 178 Class One Fire
Departments in this country out of 32,000 fire departments. In other business, he reported they recently
purchased a drone to be used in haz-mat and rescue operations and said they had it out front for those
who want to observe it. There were no dismissals, no suspensions, and no promotions. Three new
employees will be leaving for school in early March. West Memphis will be hosting training courses in the
next few weeks. The courses last anywhere from 5 days to two weeks and firemen from all over the state
will be attending. EMS collections as of February 14, was $58,545.96.

Department for approval. He also reported the pavement is in place and the shoulder work and
pavement markings are still needed. It was reported street sealing will start this spring. The Street
Department will be bidding a new tractor next month and this will complete the replacement of non-cab
tractors for all cab tractors used for grass mowing. Mike Antle, Code Enforcement Officer reported 61
demolition houses have been posted. The Police Department assisted in getting a complete list of the
houses and abandoned vehicles. Mr. Antle will be meeting with a supervisor with the Department of
Corrections Ladies Unit to start using their inmates for work details.

benches around the trail. She also reported they approved the purchase of new banners on Missouri
Street, and bringing Mark Nizer's 3D Theatre to the Auditorium on April 20th. They received the
resignation of Commissioner Troy Keeping. As the host city for the Governor's Conference on Tourism in
2018,West Memphis will be hosting a morning reception in 2017. Delta Byways banquet is this Friday
