Redding St. West Memphis, AR 72303 RE: CITY OF WEST MEMPHIS RAIL PORT LOGISTICS PARK—PROPOSAL FOR WESTERN WYE PHASE 18 Dear Mayor, Thank you for the opportunity to present you with this proposal for providing additional design services for the railroad expansion in the West Memphis Rail Port Logistics Park located in West Memphis, Arkansas. Based on our knowledge and experience with this project and discussions with you, we understand the following: Project Understanding 1. The City of West Memphis is currently rehabilitating the Friday Graham Spur and developing a bulk transfer site as part of Phase la of the Tiger IV grant. In addition to the design and construction of Phase la, FRA and USDOT have allocated funding for a portion of Phase lb which includes the design of a track west of the Friday Graham Spur that connects Union Pacific Railroad's(UP) mainline to Louis Dreyfus'track on the north side of Ditch 17 as shown on the attached exhibit. 2. It is believed that two alignment options may be viable to connect the UP mainline to Louis Dreyfus' track as shown on the attached Exhibit. The city desires to explore Option 1 with UP and BNSF first and then proceed with Option 2 if Option 1 is deemed not feasible. Feasibility will depend on feedback from UP and BNSF. It is assumed that a decision on the feasibility of Option 1 will be determined at the 10% design level and that duplicate efforts of 30% and final design will not be required for both options. 3. CRS inquired about obtaining approval for a new at-grade railroad crossing for this track in 2012 with UP,AHTD,and the City. At that time, all parties verbally communicated with CRS that there would not be a problem getting approval for this railroad crossing and that other existing crossings would not need to be closed. This will need to be re-verified with all stakeholders in the conceptual design phase. 160 S Main, Ste 200 I Farmington, UT 84025 Phone: 801.939 5565 ! UP has previously conveyed to the City that their design will be $75,000 and the City has budgeted for this work separate from the CRS contract.CRS will coordinate with UP and the City about signal placement but will not design the signals or electrical systems. 5. Environmental services to acquire a categorical exclusion will be provided under a separate proposal by CRS. These services are anticipated to begin after a preferred alignment option has been selected. 6. All submittals by CRS, including drawings, will be provided in pdf format. Based on this information the following services are proposed: Scope of Work 1. Project coordination. This task consists of coordination with the City, Base Transportation, and other project stakeholders such as UP, BNSF, FRA, STB, land owners, and utility companies. Coordination includes phone calls, emails, and web conferences. 2. Perform site visits and participate in meetings.Monthly site visits will be performed during the design phase of the project. This includes holding a kickoff meeting to better understand existing site conditions, meeting with the railroad or City to review plans in the field, meeting with land owners and stakeholders, and to review intermediate and final design plans prior to submittals. 3. Perform surveying. CRS will provide field surveying to aid with final design by using a local subconsultant. This includes collecting additional topographic and boundary information on the affected parcels as shown on the attached exhibit. 4. Perform geotechnical investigations and engineering. Geotechnical investigations and engineering will be performed to address soil characteristics, index and mechanical properties, compressibility, groundwater elevations, grading and reuse of existing site soils. Recommendations will be made for existing soil stabilization, new pavement(flexible and rigid), site excavation and fill, embankment and cut side slope stability, road base, railroad subgrade and subballast. 5. Prepare 10%railroad drawings. This design will meet UP design standards and will include preparing a plan view drawing, operating plan, track capacity diagram, and an estimated scope of construction work. It will also depict existing and new track locations, curve geometry, turnout locations, derail types, and railroad crossing locations. It is assumed that conceptual approval of a new at-grade railroad crossing will be obtained from UP, BNSF,AHTD, and the City at this design level and that final signage, striping, and roadway plans will be submitted as follow up documentation at the final design phase. These drawings will only depict horizontal information (vertical is excluded). I page 2 C .J EXHIBIT A-3 6. Prepare 30%railroad,roadway,and utility plans and estimates. Preliminary plan and profile drawings and estimates will be prepared and submitted to the City and FRA for use in acquiring approval to proceed with final design. Drawings will include railroad, roadway, and sewer/water/storm drain utility infrastructure. Plans will also be submitted to UP to begin the signal design process. Dry utilities such as power, telecommunication, fiber, gas, etc.will be provided by the individual utility companies. A table of contents for technical specification will be provided. Detailed specifications will be provided in the final design phase. Estimates of probable construction costs will be provided to coincide with the infrastructure improvements shown on the design plans. It is assumed that Louis Dreyfus will provide their design plans in CAD format to CRS so we can verify the horizontal and vertical tie-in location with the track we are designing to the track they are designing (point of demarcation is the north side of Ditch 17). 7. Prepare 90% plans, specifications, and estimates. These documents will include horizontal and vertical design for the proposed track, roadway, road crossing signage and striping, and water/sewer /storm drain utilities. It is assumed that other utility lines(power, telecommunication, fiber, gas, etc.) will be designed and constructed by the individual utility companies. Plan, profile, and cross sectional views of track, roadway, and utility lines will be depicted on the drawings as well as detail sheets. Designs will comply with standard railroad and City requirements. Estimates of probable construction costs will be provided to coincide with the infrastructure improvements shown on the design plans. 8. Prepare 100%plans,specifications,and estimates. After the City has reviewed and approved the 90% submittal, final edits to the plans, specifications, and estimates will be made and submitted to the City, UP, BNSF, and FRA. Project Schedule and Cost It is estimated that the scope of work will take 6-9 months to complete from signed notice to proceed. This assumes that UP and BNSF will approve one of the two track alignment options within a 30-60 day review period. This also assumes that UP, BNSF,AHTD,and the City will approve the new at-grade railroad crossing(s) in a timely manner without requiring the closure of other crossings. The schedule will need to be lengthened if additional review and approval or negotiation time is taken by reviewing / approving agencies or entities. We will perform the services outlined in the scope of work on the same cost plus fixed fee basis we are working on Phase la on for a fee of$440,377. CRS looks forward to assisting you with this project. Please feel free to call me if you have any questions about this proposal. Sincerely, CRS Engineers Zarren Eyre, P.E.
