ORDINANCE NO. �43�
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE
OF FIVE POLICE VEHICLES,AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of
competitive bidding in exceptional situations where such procedure is deemed not feasible or
practical; and
WHEREAS,the Police Department is in need of purchasing five police vehicles; and
WHEREAS, Cap Fleet Upfitters will sell the 2017 Chevy Police Package Tahoes at the
same price as the Arkansas State bid; and
WHEREAS, Cap Fleet Upfitters is the only company in the state that can provide the
vehicles, equipment and installation all in one location, and competitive bidding under such
circumstances would not be feasible or practical;
NOW, THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS,ARKANSAS:
1. That competitive bidding be waived for the following item to be used by the City,
described as follows:
Purchase of five 2017 Chevy Police Package Tahoe from Cap Fleet Upfitters for a total of
$240,289.65.
