A RESOLUTION APPROVING THE SELECTION OF AN
ENGINEERING FIRM AND APPROVING AN AGREEMENT FOR
ENGINEERING SERVICES REQUIRED TO PROVIDE A NATIONAL
ENVIRONMENTAL POLICY ACT (NEPA) INITIAL PROCESS
ASSESSMENT FOR PHASE lb OF THE TIGER IV GRANT
AMENDMENT,AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 19-11-801, et seq., provides the
procedure for the selection and negotiation of contracts for professional services, including
professional engineering services; and
WHEREAS, competitive bidding for the procurement of professional engineering
services is prohibited; and
WHEREAS, the City of West Memphis is in need of professional engineering services
required to provide the National Environmental Policy Act (NEPA) Initial Process Assessment
for Phase 1 b of the TIGER IV grant amendment; and
WHEREAS,the City of West Memphis has reviewed and evaluated the current
statements of qualifications and performance data on file, selected the required number of firms
and negotiated a contract with the firm considered the best qualified and capable of performing
the desired work,that being AECOM Technical Services, Inc.; and
WHEREAS, a copy of the proposed contract between the City of West Memphis and
AECOM Technical Services; Inc., for these professional engineering services is attached hereto;
NOW, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS,ARKANSAS,that the selection of AECOM Technical Services,
Inc.,to provide professional engineering services to the City of West Memphis for engineering
services required to provide the NEPA Initial Process Assessment for Phase lb of the TIGER IV
grant amendment is hereby approved and the Mayor and the.City Clerk are hereby authorized to
execute the necessary contracts on behalf of he City of West Memphis for the professional
services to be provided by AECOM Technical Services, Inc.

Re: West Memphis TIGER IV Phase I b NEPA Initial Process Assessment
Dear Phillip,
AECOM(formerly URS) was the environmental engineer of record on the West Memphis
TIGER IV project and I was the project lead for the successful completion of the
EA/FONSI, cooperating with the Federal Railway Authority(FRA) on this first phase.
We have reviewed the Option 13 of the Phase lb process provided in email by John
Youngbeck June 26, 2017. It is our understanding that the NEPA documentation
required for the Project is an FRA NEPA Preliminary Environmental Re-examination
Consultation Worksheet. We find that the technical studies needed to provide adequate
support documentation for the worksheet would include:
• Wetland and Stream Assessment
• Endangered Species Data Review and coordination
• Cultural Resources Phase I Study
• Hazardous Material Study(Phase I ESA)
• A general 404/401 permit for the crossing of Ditch 17
• Noise and vibration study
The option presented in the June 12,2017 drawing is approximately 1.4 miles of new rail.
No new roads are included on the drawing. This preferred Option is less than 750 feet
from any sensitive receptors and is within the screening distance for noise assessments of
a rail line(FTA, 2006-the reference used for the TIGER IV Project).
The Option does not intersect the Trinity property therefore access to their grounds and
buildings will not be required.
Based on the current Option our costs are as follows:_

The cultural resources subcontractor will charge an addition $1,500 for each "find".
These tend to amount anywhere from 0 to 5 for a project of this size. These costs
would be in addition to the base cost of$50,000 if needed.
No Phase II Hazardous Material Study, sampling or analysis is included in this cost.
The field work for the technical studies and preparation of the draft assessment can be
completed in approximately four months. In the event cultural resources "finds" are
detected, additional time and cost atay be required to complete the cultural resources
survey and potentially a Phase II survey. Similarly, if hazardous materials are suspect
and a Phase II environmental assessment is required, addition time and cost will be
required to complete the project.
FRA document review time is estimated at 2 weeks for review of the Worksheet and
supporting studies. If FRA needs additional time, the project may exceed four months.
LIMITATIONS
This document and the information contained herein have been prepared solely for the
use of The City of West Memphis, AR. AECOM Technical Services, Inc. appreciates
