AN ORDINANCE TO REZONE A TRACT OF LAND IN THE SW 1/4, NW 1/4, Of
_ SECTION 7, TOWNSHIP 6 NORTH, RANGE 9 EAST, IN THE CITY OF WEST
MEMPHIS, ARKANSAS, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.
WHEREAS, a petition was filed with the Planning Commission
for rezoning lands as provided by Ordinance No. 715 of the City
of West Memphis, Arkansas; and
WHEREAS, notice was duly published that a hearing would be
held by the Planning Commission on the 29th day of March, 1979,
at 3:30 P.P4. and calling upon interested persons to appear at
such hearing and make known their objections, if any, in connection
with said petition for rezoning of the property hereinafter described;
and
WHEREAS, at said meeting on March 29, 1979 no persons appeared
to offer a protest against the rezoning of said property as required
and the Planning Commission recommends to the City Council that
said petition be granted; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS,
ARKANSAS:
SECTION I: That the following described property located in
the City of West Memphis, Crittenden County, Arkansas, to wit:
That part of the SW 1/4 IdW 1/4 of Section 7,
Township 6 North, Range 9 East, described as
follows: Commencing at the northwest corner
of the SW 1/4 of said Section 7, run thence
north 0 degrees 10 minutes 17 seconds east
along the center line of Missouri Street a
distance of 725 feet, thence east 40 feet to
the east right of way line of Missouri Street
for the. point of beginning; thence east 90.35
feet, thence south 0 degrees 41 minutes 55 seconds
west 90.31 feet, thence east 471.03 feet; thence
south 250 feet, thence east 300 feet more or less
to the west right of way line of the Frisco cut-
off; thence south along said right of way line a
distance of 250 feet more or less to the center
line of Ten-Mile Bayou, thence continuing along
the center line of Ten-Mile Bayou as follows:
south 67 degrees 55 minutes 15 seconds west 228.04
feet, thence south 80 degrees 26 minutes 59 seconds
west 315.36 feet, thence south 88 degrees 26 minutes
31 seconds west 83.82 feet, thence north 61 degrees
40 minutes 31 seconds west 92.20 feet, thence north
39 degrees 57 minutes 5 seconds west 435.40 feet to
a point on the east right of way line of Missouri
Street, thence leaving the center line of Ten-Mile
Bayou run thence north along the east right of way
line of Missouri Street 321.17 feet to the point of

be, and the same is hereby, rezoned as B-2 General Business District.
SECTION II: That all ordinances or parts of ordinances in con-
flict herewith are hereby repealed.

SECTION ITI; EMERGENCY CLAUSE: It is found and determined
by the City Council that this property is in the process of develop-
ment and the immediate passage of this ordinance is necessary for
the orderly development of said property; and the passage hereof
is necessary for the growth and expansion of LVest Memphis, Arkansas,
and that the passage hereof is in the interest of the public health,
peace, safety, and welfare of the City of West Memphis and the in-
habitants thereof. Therefore, an emergency is hereby declared to
exist and this ordinance shall take effect and be in force immediately
upon the passage and approval.
