WHEREAS, Arkansas Statute 19-~+~+25 allows tiraivino of
competitive bidding in exceptional situations where such procedure
is deemed not feasible or practical, and

To enter into a Contract with Folk Construction Company of Memphis, Tennessee
. to install a well and repair sewer line at the corner of Pecan and Walnut
