COMMISSION AND PURPOSE OF SAME; 1ND FOR OTIiER PURPOSES,
BE IT ORDAINED BY THE CITY COUNCIL OF TlIE CITY OF G1EST T~IEMPHIS , ARKF>NSAS
Section I, West Memphis Fire Department Commission created: There is
hereby created and established the West Memphis Fire Department Commission.
Section II. Members: The [Jest Memphis Fire Department Commission shall
consist of five (S) members who shall all be members of the West T~lemphis City
Council, and who shall be appointed by the Mayor, The appointments made by the
Mayor shall consist of one (1) Alderman from each of the five (S) Wards in the
City of West Memphis, and said Commissioners shall serve for a period of one (1)
year from the time of their appointment or until their successors are duly appointed
by the i~[ayor, Three (3) members of the Commission as heretofore appointed, shall
be necessary to constitute a quorum for the transaction of any business authorized
under this Ordinance, which may properly come before the Commission,
Section III, Chairman. of the Commission: The Commission shall elect one
(1) of the members of said commission heretofore appointed, as Chairman of said
Commission, The member designated as Chairman, shall serve in such capacity for a
period of one (1) year, or ?until hi_s successor is duly elected as heretofore
provided, The Chairman of said Commission shall have the duty of presiding over
all meetings of said commission and shall call a monthly meeting of said Commission
at such time and place as he s11a11 deem necessary, upon notice being Uiven to all.

Section IV, Secretary of Commission: '"he Commission shall elect one (1)
of the members of said Commission heretof ore appointed, as Secretary of said
Commission, The ?ncm?~;~ c?esignated as secretary shall. sexve in such capacity for
a period of one (1) year or until his successor is duly elected as herein provided,
The Secretary shall keep a bound record booi-: which sl?all accurately reflect the
minutes of the meetings of the West ?~le:nphis Fire ??epartment Commission, and said
records shall be attested b~T the Secretary of said Commission,
Section V, Vacancies: Vacancies on said Commission, caused and created.
by any reason whatsoever, shall be filled. by appointment by the Mayor, In such
event, the rlayor may a^point another member of the Glest ~`lemphis City Council to
fill said vacancy without regard to the Ward in which the new appointee resides,
and said newly appointed Commissioner shall serve far a period of one year from the
time of his appointment or until his successor is duly appointed by the L~Iayor,

Section STI, 1'authority and Purpose: The tJest P1e~phi_s fire Department
Commission is created for the following purposes;
(14) Hearing of complaints of any resident of the City of ~7est Memphis
concerning; the services rendered by the S,~est 'Memphis Fire Department;
CB) P.eview actions of dismissal, suspension, promotions and hiring
of personnel of the hest Memphis fire Department;
(C) The Commission may ma':e a written report of its hearings to the
Mayor along with any recommendations which said Commission finds may improve
the services of the West Memphis Fire Department;
(D) Any report and/or recommendations of said Commission, as hereto-
fore referred to, must be signed by a majority of the Commissioners on said
Commission and be attested by the Commission secretary,
(l;) Any report or recommendations of said Commission shall be presented
by the Chairman of said Commission.
Section VII, Emergency Clause: It being determined by the City Council
of the City of tJest Memphis, that said Commission is necessary for the welfare
of the City of West nlemphis, an emergency is hereby declared to exist and this
Ordinance shall be in full. force and effect from and after its passage, approval
and publication as required by law,
