AN ORDINANCE TO CREATE THE WEST MEMPHIS POLICE DEPARTI`iENT
COMMISSION: PROVIDE FOR MEMBERSHIP OF SAME; SET FORTH THE
AUTHORITY OF SAID COMMISSION AND PURPOSE OF SAME: AND FOR
OTHER, PURPOSES ,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS, ARKANSAS:
Section I, West Memphis Police Department Commission created:
There is hereby created and established the ':~1est l~~Iemnhis Police Department Commission.
Section II, Members: The GTest P~?emphis Police Department Commission shall
consist of five (5) members who shall all he members of the [lest .Memphis City
Council, and who shall be appointed by the P~layor, 'The appointments made by the
Mayor shall consist of one (1) Alderman from each of the five (5) Wards in the
City of [lest Memphis, and. said Commissioners shall serve for a period of one (1.)
year from the time of their appointment or tmtil their successors are duly appointed
by the tiayor, 'Three (3) members of the Commission as heretofore appointed, shall be
necessary to constitute a quor-um f_or- the transaction of any business authorized under
this Ordinance, which :nay properly come before the Commission„
Section III, Chairman of the Commission: The Commission shall. elect one
(1) of the members of said Commission heretofore appointed, as Chairman of said
Commission, The member designated as Chairman shall serve in such capacity far a
period of one (1) year, or until his successor is duly elected as heretofore pro-
vided., The Chairman of said Commission shall have the duty of presiding over all
meetings of said Commission, and shall call a monthly meeti-n of said Commission
at such time and place as he shall. deem necessary, upon notice being given to all
said Commissioners,
Cection IV, Secretary c'~ ':~m~;_ss ion: The Com?~?iss i-on shall elect one C1)
of the members of said Com??;issior. heretofore appointed, as Secretary of said
Commission, The mc~??ber designated as secretary shall serve in such capacity for
a period. of one (1) year or until his successor is duly elected as herein provided,
The Secretary shall beep a bound record book which shall accurately reflect the
minutes of the meetings of the [~lest ?le,nphis Police Derart^?ent Commission, and said
records shall be attested by the Secretar;= of said Co_^.?mission,
Uecti_on V, 'v'acancies: "acancies on sai-d Commission, caused and created
by an;= reason whatsoever, shall be filled by appointment by the Mayor, In such
event, the P-layor may appoint another me?nber of the i:?est Me?nphis City Council to
fill said vacancy without regard to the [•lard in which the new appointee resides,

and said newly appointed Commissioner shall serve for a period of one (1) year
from the time of his appointment or until his successor i_s duly appointed by
the 1'~ayor,
Section ~.'I, ~^~uthori~ and Pur_~ose: 1.'ha '.+~'est Memphis Uolice Department
Commission is created for the following purposes:
(A) Hearing of complaints of any resident of the City of '~-lest ?Memphis
concerning the services rendered b,~ the `Jest ile~his Police Department;
(~) '•~eview actions of dismissal, suspension, promotions and hiring
of personnel of the C;est P~Iemphis Police De part^~nt;
(C) 'zecornmend policies and procedures for the housinb and feeding of
prisoners;
(D) The Commission may malce a written report of. its hearings to the
Mayor alonU with any recommendations which said Commission finds may improve the
services of the [Jest ~3emphis Police Department;
(E) hey report and/or recommendations of said Commission, as heretofore
referred to, must be signed by a majority of the commissioners on said Commission
and be attested by the Commission Secretary,
(F) any report or recommendations of said Commission shall be presented
by the Chairman of said commission,
Section VII. Emergency Clause: It being determined by the City Council
of the City of Glest I~?emphis, that said Commission is necessary for the welfare of
the City of Nest :"Mmphis, an emergency is hereby declared to exist and this
Ordinance shall be in full force and effect from and after its passage, approval
and publication as required by law,
