AN ORDINANCE TO AMEND SECTION 11.11 AND TO
REPEAL SECTIONS 11.12 a.nd 11.13, ALL IN ORDINANCE
NO, 411 OF THE CITY OF WEST MEMPHIS, ARKANSAS:

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
Section 1. Section 11.11 o:f Ordina.nce No. 411 of the City of West
Memphis, is hereby amended to read as follows:
"11.11. A.ny lot or parcel of land in a.ny district, except the
RS-7, RS^5, RM~3 and RM-2 residential districts that was under separate
ownership a.nd of record o.n the date of adoption of this ordinance or ame.nd-
me.nt thereof where no adjoining undeveloped land fronting on the same
street was under the same ownership as o:f said date, may be used as a
building site even though such lot or parcel fails to meet the mi.nimurn require-
ments for lot area, lot width or both that are generally applicable to lots i.n the
districts , '"
Section 2. Section 11.12 and Section 11.13 of Ordi.na.nce 411 of the
City of West Memphis are both repealed a.nd abolished.
Section 3. A11 ordinances or parts of ordinances i.n co.nflict here-
with are hereby repealed.
Section 4. It is found a.nd determined that in the interest of orderly
control o:f land use, city development, i.n consideratio.n with the overall
Urban Renewal project, that this ordi.na.nce is immediately necessary for
the health, safety a.nd welfare of the citizens of West Memphis a.nd an
emergency is hereby declared to exist a.nd this ordinance shall be i.n .full
force and effect from a.nd after its passage a.nd approval.
