A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF WEST MEMPHIS
TO UTILIZE FEDERAL-AID FUNDS FOR THE REPLACEMENT OF BRIDGE NO. 19107
OVER TEN MILE BAYOU ON LEHR ROAD.
WHEREAS, the City of West Memphis understands Federal-aid Surface Transportation Block
Grant Program funds are available for certain City Bridge projects at the following federal
participating ratios up to a maximum of$1,000,000 Federal-aid available per project:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF WEST
MEMPHIS,ARKANSAS, THAT:
SECTION I: The City will participate in accordance with its designated responsibility in this
project.
SECTION II: The City will provide the required 20% non-federal matching funds and 100%
of all costs over the maximum federal participating amount of$1,250,000 ($1,000,000 Federal-aid and
$250,000 City)per project.
SECTION III: The City will provide a $15,000.00 deposit.for preliminary engineering to the
Arkansas Department of Transportation before preliminary engineering begins.
SECTION IV: The City agrees upon completion of the project to assume the maintenance of
the right-of-way by City Forces and/or others including utilities and individuals in accordance with the
prevailing Federal Highway Administration and Arkansas Department of Transportation regulations.
SECTION V: The City pledges its full support and hereby authorizes the Arkansas
Department of Transportation to initiate action to implement this project.

Dear Mayor Johnson:
Amanda Hicks, West Memphis City Engineer, submitted a letter dated August 17, 2017 to the
Department requesting a Federal-aid City Bridge Program project to replace Bridge No. 19107 on Lehr
Rd. over Ten Mile Bayou. The Department has reviewed the bridge and has determined that it is eligible
for up to $1,000,000 of Federal-aid Surface Transportation Block Grant Program funds, which require
20% city matching funds. The preliminary estimated construction cost to replace the bridge and
approaches using FHWA design standards is $750,000.
Please ask your City Council to pass the enclosed sample resolution and then provide to the Department a
copy of the resolution and a check in the amount of $15,000.00 (made payable to the Arkansas
Department of Transportation) as a deposit for preliminary engineering in accordance with Arkansas
Highway Commission Minute Order No. 2010-099. Before the Department can begin preliminary
engineering,the Department must receive the City's resolution and deposit.
Under the City Bridge Program, the Department will design and oversee the construction contract for the
project and the City will be responsible for handling any necessary right-of-way acquisition and utility
adjustments following the federal laws and regulations.
