WEST MEMPHIS CITY COUNCIL
January 4,2018
A regular meeting ofthe Memphis City Council was held on Thursday, January4; 2018 at 1:30 p.m. in the
-.City Council'Chambers at City Hall, 205 S. Redding, West Memphis,Arkansas.
Invocation was given by Pastor Smith. -Mayor Johnson called the meeting to order. City Clerk Phillip Para called
the roll, :Those:present were:' Mayor William:H:.Johnson, City Attorney Michael Stephenson, City Clerk Phillip
Para,:City.Treasurer,Frank'Martin and Councilmembers:Lorraine.Robinson, Tracy Catt, James Pulliaum,
Ramona Taylor, Helen.Harris, Marco McClendon, Willis:Mondy, James Holt, Wayne Croom, and Melanie
Hutchinson'. Quorum being present, Mayor Johnson proceeded with the meeting.
BID OPENINGS
Bids for West Memphis Utilities-Tree Trimming were opened at 1:00-pm and copies of the bid tabulation were
given.to the City Council to review. :Councilmember Taylor.made a motion, seconded by Councilor Pulliaum to
accept'the bids and refer to the West Memphis Utility Commission for final disposition. Upon a voice vote of the
council, the motion was approved by unanimous vote. (See attached)
MINUTES
Councilmember Catt made a motion, seconded by Councilmember Pulliaum to dispense.with the reading of the
Minutes,of December 21, 2017 City Council Meeting, and'approve them as submitted. Upon voice vote, the voting
was unanimous.

COMMITTEE REPORTS
Public Works Committee—Councilmember Taylor reported they met briefly on 12-21-17 and approved the low bid
for 2018 material supply contracts and agairi on 1/2/18 and it was reported1he total recycling in Decemberwas
;14,280 pounds. There was one load of 6-waste. The.total for 2017 was 17;1,700.:; City Engineer, Amanda
Hicks reported at the meeting Hino Bridge bids will be opened.on January 17"'. The South Loop Design
Engineering Contract is still at ARDOT for review. They also discussed the need.for another full time Code
Enforcement Officer. Councilmember'Robinson reported that Keep West Memphis Beautiful is continuing their
efforts and have been working with court appointed workers and picked up another 75 bags of leaves.
CITIZENS REQUESTS
Wendell Mahew, Marion, AR is:employed by West Memphis Utilities. He left employment after.seven years of
service and came back to work after being'gone for eight months. He said'he was told if he would,comeback,
he would receive his 7 prior years of service with the city back since he had been gone less than a year. He was
denied:his prior time with the city and requested the City Council give:him his time back. -He complained that
there have been other employees that left the city and came back and got their time back, but he was denied by .
Human'ResourW:and the General Manager. HRDirector Janice Coleman came forward and said according to
the Policy and Procedures, there was not a city policy on this and she did not know'of anyone else getting their
time back since she has been with the city.
ANNOUNCEMENTS'
Councilmember McClendon-asked Todd Pederson, General Manager of West Memphis Utilities what the bids for
tree trimming included. Mr. Pederson said it was for clearing 30 miles of primary power lines throughout the city.
Councilmember Moridy announced the Public Works Committee and the Police Commission are going to have a
joint meeting'to discuss the code enforcerrment problems.
Having no further business to come before the City Council, Councilmember Taylor made a motion, second by
Councilmember Pulliaum to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned at
1:40'pm.
