APPOINTMENTS: None CITIZENS REQUEST: Jerry Chism, 301 Pearce, West Memphis, Arkansas, protest that he have a petition for redress of flooding in the Pearce, North Bond and Oliver azea. The petition read as follows: T'he City of West Memphis created the flood problems in our azea and in other azeas of West Memphis. The City allowed building of ~f sub-divisions without consideration of flood control, authorized development without proper drainage, built streets that aze below the flood plain, allowed unregulated development in the flood plain and failed to make develops and builders accountable. The City of West Memphis does not provide police protection to flood victims during a flood. The police allow vehicles to run wild through flooded streets, forcing waves of water into homes that would have been otherwise undamaged. Even after passing a flood damage prevention ordinance in 1998, the City of West Memphis sanctioned illegal alteration of the flood plain by approving construction of two large building at West Memphis High School. Constructions of these two buildings on fill that is about four feet higher than ground level constitutes an illegal increase in floodwater height and increases existing problems. These problems include, but are not limited to: inability to flush toilets, flooding of streets, flooding of yards, flooding of homes; raw sewage in the streets, yards and homes; sewage pollution of state waters from West Memphis to Mazianna, AR, and pollution of the Mississippi River. These waters pose biological and mental health hazazds. Property values aze diminished if not negated. The residents of the flood zone demand that the City of West Memphis solve the problem or buy us out at non-flood zone mazket value. We demand action now. It was our tax dollars that created the problem. Our school tax dollars add insult to injury. Our tax dollars must correct the problem. This petition has 56 signatures you have to consider that is 100% of the houses in that area. AJOURNMENT There being no further business to come before the City Council, Councilor Marco McClendon moved seconded by Councilor Ramona Taylor. Upon voice vote, voting was unanimous.
