WEST MEMPHIS CITY COUNCIL
January 18, 2018
A regular meeting of the West Memphis City Council was held on Thursday, January 18, 2018 at 1:30 p.m. in the
City Council Chambers at City'Hall, 205 S. Redding, West Memphis,Arkansas.
Invocation was given by Brother John Rech. Mayor Johnson called the meeting to order. City Clerk Phillip Para
called the roll. Those present were: Mayor William H. Johnson, City Attorney Michael Stephenson, City Clerk
Phillip Para, City Treasurer Frank Martin and Councilmembers: Tracy Catt, James Pulliaum, Ramona Taylor,
Willis Mondy, James Holt Wayne Croom, and Melanie Hutchinson. Absent: Councilmembers:Helen Harris,
Marco McClendon, and Lorraine Robinson. Quorum being present, Mayor Johnson proceeded with the meeting.
BID OPENINGS
.Bids for Eugene Woods Civic Center Interior Renovations were opened at 1:00 pm and copies of the bid
tabulation were given to the City-Council to review. Councilmember Taylor made a motion, seconded by
Councilor Pulliaum to accept the bids and refer to the Advertising& Promotion Commission for final disposition.
Upon a voice vote of the council, the motion was approved by unanimous vote. (See attached)-
Councilmember.Taylor made a motion, seconded by Councilor Pulliaum to add the Hino Bridge Rehabilitation bid
opening to the agenda. Upon voice vote, the voting was unanimous. Bids for the Hino Blvd Bridge
Rehabilitation Job 110673 were opened at 1:00 pm and copies of the bid tabulation were given to the City Council
to review. Councilmember Taylor made a motion, seconded by Councilmember Pulliaum to accept the bids and
refer to the Public Works Committee for final disposition. Upon a voice vote of the council, the motion was
approved by unanimous vote. (See attached)
MINUTES
Councilmember Catt made a motion, seconded by Councilmember Pulliaum to dispense with the reading of the
Minutes of January 4, 2018 City Council Meeting, and approve them as submitted. Upon voice vote, the voting
was unanimous.
OLD BUSINESS-none
NEW BUSINESS
Councilmember Pulliaum made a motion, seconded by Councilmember Taylor to suspend the rules and read the.
titles only of R-1, R-2, and 0-1. Upon voice vote, the voting was unanimous.
R-1 A RESOLUTION CERTIFYING THE AMOUNTS OF LIENS IMPOSED ON CERTAIN PROPERTIES
FOR GRASS CUTTING.CLEANING LITTER/DEBRIS AND TREE LIMBS; ETC.CONTRACTED BY THE CITY
OF WEST MEMPHIS PURSUANT TO ORDINANCE NO. 1385.
City Attorney Stephenson read the Resolution. Mayor Johnson advised that Planning and Development updated
the list of properties attached to the Resolution and crossed out the names of the people that have paid prior to
this meeting. Councilmember Pulliaum made a motion, seconded by Councilmember Croom to approve the
Resolution with the corrected list of properties. Upon voice vote, the voting was all ayes except for
Councilmember Catt voted No. The motion carried. The Resolution was adopted and assigned No. 2159.
R-'2: A RESOLUTION EXPRESSING THE DESIRE OF THE CITY COUNCIL TO RECITE.THE PLEDGE OF
-ALLEGIANCE AS PART OF THE AGENDA FOR REGULARLY SCHEDULED CITY COUNCIL MEETINGS
City Attorney Stephenson read the Resolution. Councilmember Pulliaum made a motion, seconded by
Councilmember Taylor to approve the Resolution. Upon voice vote, the voting was unanimous. The motion
carried. The Resolution was adopted and assigned No. 2160.
0-1 AN ORDINANCE ADOPTING AND ENACTING A NEW CODE FOR THE CITY OF WEST MEMPHIS,
ARKANSAS; PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THERIN;
PROVIDING A PENALTY FOR THE VIOLATION THEREOF; PROVIDING FOR THE MANNER OF AMENDING
SUCH CODE; AND PROVIDING WHEN SUCH CODE AND THIS ORDINANCE SHALL BECOME EFFECTIVE.
City Attorney Stephenson read the Ordinance for the FIRST time.
Councilmember Pulliaum made a motion, seconded by Councilmember Taylor to add 0-2 to the agenda. Upon
voice vote, the voting was unanimous.
0'-2 AN ORDINANCE ADOPTING FEES AND CHARGES FOR THE CITY OF WEST MEMPHIS,
ARKANSAS
City Attorney Stephenson read the Ordinance for the FIRST time.
PERMISSION REQUESTS
Councilmember Pulliaum made a motion, seconded by Councilmember Taylor to add a Permission Request to
the agenda. Upon voice vote, the voting was unanimous.
Councilmember Pulliaum made a motion, seconded by Councilmember Taylor to approve three payments to
Arkansas Municipal League(1)Workers Compensation Trust 2018 Premium $522,526.00, (2) Municipal Legal.
Defense Program 2018 Premium $91,857.50 and (3)Arkansas Municipal League 2018 Program Participation
$1,877.15. Upon voice vote, the voting was unanimous.
COMMITTEE REPORTS
Utility Commission=Councilmember Croom reported there was one injury, one accident and 26 lost time of
employees in December. He.reported this was the first year of on line payments and due to the attrition, the office
staff was reduced to one. Tree trimming bids for 2018 were rejected and will be re-bid. Rehab engineer for
Station No. 1 was approved.
Having no further business to come before the City Council, Councilmember Taylor made a motion, second by
Councilmember Pulliaum to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned at
1:40 pm.
