AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR MOWING SERVICES AT THE
WEST MEMPHIS AIRPORT AND FOR OTHER PURPOSES
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of competitive bidding in
exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, there are many items necessary for the City's use where competitive bidding is deemed
not feasible or practical; and
WHEREAS, the West Memphis Airport Commission had a contract with T. C. Lawn and
Landscape for mowing services dated April 8, 1999; and,
WHEREAS, T. C. Lawn and Landscape has agreed to provide the same services on the same terms
as in the year 2000 for the year 2001, plus any applicable taxes, and competitive bidding under such
circumstances would not be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following item to be used by the City, described as
follows:
Mowing services provided by T. C. Lawn and Landscape at the current base rate of $2,375.00 per
mowing, plus any applicable taxes.
