2456 ORDINANCE NO. ZSR
AN ORDINANCE AUTHORIZING THE CITY OF WEST MEMPHIS AND
THE WEST MEMPHIS MUNICIPAL AIRPORT COMMISSION TO
CONDUCT BUSINESS WITH COMMISSIONER,MEL BEARDEN,AND
FOR OTHER PURPOSES.
WHEREAS,A.C.A. §14-42-107(b)(1) states:
No alderman, council member, official, or municipal employee shall be
interested, directly or indirectly, in the profits of any contract for furnishing
supplies, equipment, or services to the municipality unless the governing body of
the city hasenacted an ordinance specifically permitting aldermen, council
members, officials, or municipal employees to conduct business with the city and
prescribing the extent of this authority.
and;
WHEREAS,the West Memphis Municipal Airport Commission is in need of purchasing
a sweeper; and
WHEREAS, Mel Bearden currently serves as a member of the West Memphis

Municipal Airport Commission; and
WHEREAS, Mel Bearden has a sweeper suitable for the needs of the West Memphis
Municipal Airport Commission at a discounted price and the Commission and the City of West
Memphis desire to have the authority,pursuant to A.C.A. §14-42-107(b)(1), to conduct business
"with Commissioner, Mel Bearden;
NOW,THEREFORE,,BE:IT ORDAINED BY THE CITY COUNCIL OF THE
!CITY OF WEST MEMPHIS,ARKANSAS, THAT:
SECTION 1. Pursuant to A.C.A. §14-42-107(b)(1),the City of West Memphis and the
West Memphis Municipal Airport Commission are hereby authorized to conduct business with
!Commissioner, Mel Bearden regarding the purchase of a sweeper.
