Re: Scope of Work NEPA Checklist Documentation: Project 17, 1,700 Acre Site
Crittendon County Property.
Dear Phillip,
Please find attached the Scope of Work and cost for the above referenced project. We
have prepared the following scope and cost in accordance with your request dated
September 19,2017,for cost for:
1. Wetlands and Waterbodies Delineation,
2. Phase I site assessment,
3. Cultural resources file review,
4. Floodplain mapping and
5. Endangered species review
As you indicated, each of the initial surveys would be priced separately and reported
individually. It is our understanding that the site covers 1,700 acres, more or less.AECOM
will conduct file reviews, initial site surveys and reporting as outlined below. In the event
additional surveys are required to determine site conditions or risk, i.e.Phase I cultural
resources,Phase II-Environmental Site Assessment or,species specific Endangered species
survey, AECOM will prepare follow-up proposals as needed. For the purpose of pricing
individually, travel costs are added to each study as needed. However, one team could travel
to the site to conduct all of the studies on consecutive days.We have provided a total cost as
well as individual study cost for your review. The scope and cost of each is summarized as
follows:
1. Wetland and Waterbodies Delineation: The AECOM team will conduct a field study of
the site to characterize wetlands and water bodies on the property(wetlands, streams and
open water). AECOM will initially conduct a literature review for the property that will
include historic and topographical maps of the site, the US Fish and Wildlife Service
Wetland Mapper website. With the mapping available from the literature review;a field
survey will be conducted to delineate wetlands and water bodies, which will be mapped
using GPS. The survey will document physical and biological characteristics of surface
water resources including ephemeral and permanent streams, ponds, and springs. AECOM
will identify rare or unique ecological communities. Similar to other properties reviewed for
the City of West Memphis by AECOM,ditches are commonly constructed in the agricultural
fields. Determination of stream type of these ditches is dependent upon the hydrological and
biological characteristics. Based on our experience with similar properties in the area,
AECOM assumes that the wetland and waterbody survey can be completed by a two person
team in three days. A number of ditches and wetlands are reported on the National Wetland
Inventory site for this property.
Field and Report time includes a total of three weeks from notice to proceed.
Estimated not to exceed cost: $6,000
2. Phase I site assessment: AECOM will complete a Phase I environmental site assessment
(ESA) database review and site walk-over in accordance with 40 C.F.R. Part 312 AAI
regulation and ASTM Standard E1527-13. AECOM will request a standard
environmental database search from EDR Inc. The database search will cover the entire
2,300 acres. As a result of this investigation,AECOM may recommend additional soils
or material sampling to determine potential site risks.Areas of concern will be identified
and documented. Any additional soil or material sampling will be considered out of
scope items for this project. If needed, costs will be provided for a Phase II effort and
sample analysis.
Field and Report time includes a total of four weeks from notice to proceed.
t
Estimated not to exceed cost: $5,000
3. Cultural Resources Screening survey(no field sampling): The purpose of a Phase I
cultural resources survey is to ensure compliance with Section 106 of the National
Historic Preservation Act(NHPA).Prior to proposing any archaeological fieldwork;
however, background research associated with this project would be conducted through
the following institutions: (a)Arkansas Archaeological Survey(site forms;Fayetteville
AR); (b) General Land Office maps (www.glorecords.blm.gov); and (c)the NRHP online
database. For the purposes of this preliminary review, the background study area would
encompass a 1-mile(1.6-km)buffer area surrounding the proposed 420-acre project area,
as well as any previously completed cultural resources surveys within this buffer zone.
Once the background data was collected, a technical scope of work would be prepared,
including a summary of the background research, archaeological potential expectations,
anticipated level of field effort, as well as a proposed survey methodology to complete a
Phase I survey, would be provided for the 2,300-acre property. AECOM will complete a
file search to evaluate the potential for historical property or archaeological sites to be
present at the site. These file reviews will be conducted by AECOM personnel in Little
Rock. In the field,AECOM personnel will review the documented sites and adjoining
property to assess the potential.for other historical property.
Field and Report time includes a total of four weeks from notice to proceed.

Estimated not to exceed cost: $5,750
4. Floodplain Mapping: Floodplain Mapping will be conducted in the office by AECOM
GIS personnel. AECOM will review FEMA flood insurance rate maps, local flood
mapping and flood elevation data. No field effort is anticipated;however, evidence
of flooding and flow direction will be documented as a part of the wetland delineation
field work and will be included on the floodplain map. If a topographic survey is
requested,we recommend that the City contract with a local survey company.
A letter report will be provided one week from notice to proceed.
Estimated not to exceed cost: $600
5. Threatened and Endangered Species Survey: AECOM will review historic maps of the
site, the US Fish and Wildlife Service Wetland Mapper website, and consult the list of
threatened and endangered species (Federal and State)that have been documented at or
near the site. AECOM will utilize the FWS IPaC database to create a list of species the
Services feels may be located in or near the project area. Based on similar projects in the
area, the T&E species in Crittendon County are typically aquatic(mussels and fish)and
are seldom associated with agricultural land. The potential for habitat of some species
f listed as well as migratory birds may occur at the site. One AECOM endangered species
expert to conduct a one day field review to identify potential T&E and migratory bird
habitat.
Field and Report time includes a total of four weeks from notice to proceed.
Estimated not to Exceed Cost: $3,300
The cost for each survey completed separately is $20,650. If all projects are combined
into a single field effort and report, savings could be realized. The total estimate for all
tasks combined is$20,000.
