AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE OF
EQUIPMENT FROM SIRCHIE FINGER PRINT LABORATORIES, INC., DECLARING
AN EMERGENCY, AND FOR OTHER PURPOSES
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of competitive
bidding in exceptional situations and where such procedure is deemed not feasible or practical;
and,
WHEREAS, there are many items necessary for the City's use where competitive bidding
is deemed not feasible or practical; and,
WHEREAS, in order for the West Memphis Police Department to fully investigate crime
scenes, the West Memphis Police Department needs to have available equipment which can
locate invisible or latent fingerprints, and other evidence, on non-porous surfaces without the use
of powders, chemicals or vapor treatments; and,
WHEREAS, during crime scene investigations the West Memphis Police Department has
a need for recording such evidence and fingerprints, using modern technology; and,
WHEREAS, the West Memphis Police Department can purchase such equipment with
grant money still available for fiscal year 2000 equipment purchases; and
WHEREAS, the Krimesite Scope, Reflective Ultra Violet Imaging System, is the latest
in technology, and Sirchie Finger Print Laboratories, Inc., is the sole source for this equipment
and competitive bidding under such circumstances would not be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
That competitive bidding be waived for the following item to be purchased by the

West Memphis Police Department, using Federal Grant Monies available for such a purchase:
One (1) Krimesite Scope Kit, with accessories and equipment, which will include a
3.5mm Nikon Camera, from Sirchie Finger Print Laboratories, Inc., for the sum
of $15,950.00.
2. EMERGENCY CLAUSE. It having been found and determined by the City
Council of the City of West Memphis, Arkansas, that there is an urgent need by the West
Memphis Police Department to purchase the Krimsite Scope Kit, with accessories and equipment,
and to utilitize the federal grant money still available for fiscal year 2000, an emergency is hereby

declared to exist, and this Ordinance being necessary for the preservation of the public peace, ~u~pmen-t'~#
