Re: Local Match for Crittenden Country BUILD Planning Grant Application
Dear Secrete ry Chao:
The City of West Memphis is the lead applicant in the above application for a US DOT
BUILD plann ng grant. We are joined in the application by two private entities, West
Memphis Bare Railroad LLC and ACBL Transportation Services, LLC, that form a three-
party public-private partnership
As noted in cur application, part of the project falls within an urban area, and part in a rural
area. Thus, :he public-private partnership has agreed to a 30% local match. The total
grant ask is i957,500 for which the Federal portion would be 70% or $670,250 and the
balance of 30%, $287,250, the local match.
The City and its two private partners in the application have committed to share equally in
the local shae. On that basis, should the grant be awarded, The City is committed to fund
a one third portion or $95,750.00, and will provide access to those funds on or before the
grant agreement obligation date. As evidenced by their attached letters, our private
partners (BASE/ACBL) are committed to supplying the remaining balance of the local
match.
Mrs Chao, wa again appreciate your leadership in this great infrastructure initiative for
America and respectfully ask for your consideration of our application which in the end, will
provide emp oyment diversity and long-term job stimulus for our strategically situated area.
Sincerely,
William H. Johnson
Mayor
