AN ORDINANCE GRANTING A SPECIAL USE PERMIT IN A I-1, LIMITED
INDUSTRIAL DISTRICT, TO ALLOW A MULCH PROCESSING FACILITY, AT
251 SOUTH 7th STREET, WEST MEMPHIS, ARKANSAS.
WHEREAS, an application has been made to the City Planning Commission
requesting a Special Use Permit to allow a mulch processing facility in a I-1, Limited
Industrial District, as required by Ordinance 1988.
WHEREAS, after notice has been published for the time and in the manner as
provided by Ordinance No. 1988, the matter was heard by the City Planning
Commission, on June 28, 2001 and the Planning Commission recommended that a
Special Use Permit be granted to allow a mulch processing facility in a I-1, Limited
Industrial District, with the following conditions:
1. Design Review Commission approval of the site plan;
2. No outside storage or display;
3. Points of access shall be limited to (2) two that will align with Tyler and
Harrison Streets;
4. No access to Jackson Street;
5. All trucks must enter from the North and exit to the North o~ .Sevr~t1~ ~4'r~j
6. No access to Broadway.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
SECTION 1: That the following described property, to wit:
251 South 7th Street
Lot 8
Southwide Subdivision
be, and the same hereby is granted a Special Use Permit, allowing a mulch processing
facility in a I-1, Limited Industrial District, with the following conditions:
1. Design Review Commission approval of the site plan;
2. No outside storage or display;
3. Points of access shall be limited to (2) two that will align with Tyler and
Harrison Streets;
4. No access to Jackson Street;
5. All trucks must enter from the North and exit to the North;
6. No access to Broadway.

SECTION II: That all ordinances or parts of ordinances in conflict herewith are
hereby repealed.
