passage for ambulances, police sera, and tire-fighting equipment
and thus give greater protection to the lives and property of the
inhabitants of the City; and
M8~t8AS, the City owns and operates a municipal electric light
and porter system from r~hich it derives a substantial net revenge
which it may use for municipal purposes, and especially under authority
of 3absdmtion (5) of Section 16 of Ordinance No. 292, passed and
approved on September 21, 19g~, and also under authority of Section 1
of Aat lto. 267 of the Acts of the ~ieneral Assembly of the State of
Arkansas for the year 1937; now, therotore,
8~S IT ORDAI1l8D by the City Council of the City o! West l!Iemphis,
Arkansas
3NCTI4li 1. The City Council does hereby find and declare that
the construction of the improvements to be built by the districts
hereinafter named will result in considerable saving to the City by
relieving the City of the cost ®t maintenance of those streets and
will be of great public benefit to the inhabitants 0t the City
beeauae of the increased facility for passage of ambulances, police
cars, and tire-fighting equipment.
3BCTIaIt 2. For and in c®nsideration of the benefits hsrein-
above recited, the City Council hereby agrees, on behalf o! the City
of West ltsmphia, to pay solely from the net revenues derived from the
operation of its electric light and power system each year one third
of that year's principal and interest requirements of the bowls to be
issued by Curb and Gutter Improvement District No. 1 and Street
