AN ORDINANCE SETTING UUT THE GENERAL REQUIREMENTS FOR THE DEV-
ElUPi~~IENT AND CONSTRUCTION CJF STREETS, CURBS AND GUTTERS TO BE
CONSTRUCTED ':~~ITHIN THE LIMITS OF THE CfTY OF WEST MEMPHIS,
ARKANSAS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST (v1EMPHIS,
ARKANSAS
SURVEYS, ESTIPv1ATES, SI'ECIFICATIUNS, AND SUPERVISIUfJ. Ail
surveys, designs, preparation of plans, specifications, estimat-
es, and the supervision over construction shall be made by a
Registered Professional Engineer licensed in the State of
Arkansas.
Application for improvements, plans and specifications shall
be submitted to the Planning Commission for examination, comments,
approval or disapproval with recommendation of the City Engineer,
DESIGN. I. Street improvements shall be designed so that
they will b¢ appropriate to the type of development and durable
under the use and maintenance contemplated.
2. The requirements shall be those set out by this
Ordinance or better.
3. The street improvement shall extend continuously from
the existing improved street system to provide suitable vehi-
cular and pedestrian access to each lot upon which a dwelling
or building exists or is erected to provide adequate connections
to existing or future streets at the boundaries of the Project
or District and to provide convenient circulation for vehicles.
RIGHT-UF-!Y~AY. Th¢ right-of-way widths shall be adequate
to accommodate the contemplated widths of pavements, side4vaik
and planting strip. Pavement shall be of adequate widths to
accommodate travel lane or lanes and parking lanes in accord-
once with the type of streets required for the area to be served,
Unlv_ss specifically authorized, no street with integral curb
or combination curb and gutter shall have a width less than
Twenty-seven (27) feet from back of curb to back of curb.
The pavement width shall be graded for its full width to
provide suitable finish grades for pavement, with adequate sur-
face drainage and convenient access to the lots. The height to
the finished grade of the lot shall be such as to provide drain-
age from the lot onto the pavement. Center-line gradient shall
..- ~ ~ ,
-.
be suitable to provide adequate surface drainage and reasonabl¢
safety for traffic.
CUMP~CTIUN OF EMBANKv1EfJTS. Embankrnent compaction should
insure r¢quir¢d stability, consistent with cost, for the pur-
pose for which the embankment is intend¢d. Care is construction
and high percentag¢ of compaction is desireable for fills
constructed of poor material having a height in ¢xeess of Twelve
1121 fe¢t or of av¢rage material having a height in ¢xeess of
approximately Twenty t20) feet. ;/here appr¢ciabl¢ savings can
b¢ eff¢cted, compaction r¢quirements may be lessened for embank-
ments under flexible pavement subject¢d to light traffic and
in motor storage area wher¢ sufficient grade ¢xists to provid¢
adequat¢ surface drainage.
METI~ODS OF CGMPACTIUN. 14.1ethod of compaction should be
based on character of material, amount of moisture normally
pr¢sent in the ¢xcavat¢d material and percentage of compaction
required. Under favorabl¢ soil conditions, d¢gree of compaction
may be varied by modifying loose layer d¢pth in which material
may be rolled. Unfavorable soil conditions, inadequat¢ moisture,
or high dea,re¢ of compaction may necessitate controlled density,
utilizing the Proctor I'~-'~ethod. Normally, where inspection of
surfacing on embankm¢nts in the vicinity constructed under State
specifications indicates suitable results, th¢ practice of the
State F-iighway Department of the State in which th¢ project is
located should be followed.
STURh~ SL'~:~ER. An adequat¢ s torm sewer s ys t¢m consisting of
catch basins, and other underground drainage structures with
approved outlets of storm s¢N,ers shall be constructed.
The storm sewer system shall be designed by the rational
method, using th¢ basic assumptions of design, including design,
rainfall fr¢quency, intensity duration curve, infiltration rate
or rainfall-runoff co-efficients, method us¢d in estimating run-
off, and in addition the co-efficient of roughness shall conform
for various kinds of pipe when a storm sewer system is plann¢d.
Th¢ pav¢m¢nt width shall be graded for its full width plus
an additional space on each side for setting forms, etc.
~_
Pav¢rn¢nt other than cement concrete shall be protected at
the edge by a combination curb and gutter to prevent ravelling
of the uuearing surface and shifting of the pavement base« Ade-
quate surface drainage shall be provided by an adequate gradient
to carry storm water to the storm sewer system.
SUBGP.ADE-BASE. The pavement base shall be constructed on
a suitable subgrade and of materials which have proved satis-
factory for the local climate and soil conditions. The base
shall b¢ properly drained and suitably constructed to support
the contemplated traffic load. Un tyiaes E-5, E-6 and E-7 soils
the base for an asphalt surface shall consist of a minimum
Four t4) inch sub-base of select material, consisitng of a
mixture of soil and sand. None of this material shall be r¢-
tained on a ,-~10 sieve. No more than Thirty-five t35) per cent
shall pass the X200 sieve, and the plasticity index shall not
exceed Six t6). Un the sub-base a Six t6) inch compacted
crushed stone base shall be provided. This stone shall meet
the requirements of the current specifications for crushed
stone base material as adopted by the Arkansas State Highway
Department.
Prior to the laying of the asphaltic wearing surface, the
base course will be given a prime coat application. The bit-
uminous material shall be a medium curing cut-back asphalt of
the MC-I grade meeting the requirements of the current specifi-
cations of the Arkansas State Highway Department..
Pavements other than cement concrete shall be provided with
a two t2) inch depth hot mix bituminous wearing surface. This
wearing surface shall consist of the materials and shall be
manufactured and placed on the streets in compliance with the
current specifications of the Arkansas State Highway Department..
DRIVE~;;f.AYS. A driveway from the pavement to the lot i i ne
shall b¢ provided for vehicular access to each built upon lot.
Driveways shall be of adequate width and constructed with suit-
able sub-grade, base drainage and surfacing to b¢ durable under
the intended use.
Driveways shall be provided to vacant lots as requested
by lot owners provided he or she pays for same.
2. Th¢ pavement width shall be graded for its full width
plus an additional space on each side for setting forms, etc.
COPJiBI~~ATIUN CONCRETE CURB ANU GUTTER. Pavement other than
cement concrete shall be protected at the edges by a combinat-
ion curb and nutter to prevent ravelling of the wearing surface
and shifting at the pavement base. Adequate surface drainage
shall be provided by an adequate gradient to carry storm water
to the storm sewer system.
I. The dimensions of the concrete combination curb and
gutter shall be as follows: Th¢ width of the structure at the
base shall be a minimum of thirty (30) inches; the height of
the back side of the curb shall b¢ minimum of eleven ill) inches
and the depth of the gutter shall b¢ a minimum of Five i5)
i nch¢s.
2. The concrete curb and gutter shall be placed on a pr¢-
pared sub-grade. Forms for concrete, placing and finishing
concrete, expansion and contraction for compression, curing
concrete and backfiiling shall all be done in accordance with
the current requirements of the Arkansas State Highway Depart-
ment Specifications.
