AN ORDINANCE ESTABLISHING STREET IMPROVEMENT
DISTRICT No. ~ OF WEST MEMPHIS, ARKANSAS
WHEREAS, parties claiming to be the owners of more than
two thirds in assessed value of the real property located within
the territory hereinafter described have filed a petition praying
that an improvement district be established Por the purpose herein-
after set out; and
WHBREAS, after due notice as required by law, the City
Council of the City of West Memphis, Arkansas, has heard all the
parties desiring to be heard, and has ascertained that said petition
was signed by more than two thirds in assessed value of the owners
of real property within said territory; now, therefore,
BE IT ORDAINED by the City Council of the City of West
Memphis, Arkarsis:
SECTION 1. There is hereby established an improvement
district embracing all of the real property lying in the following
described part of the City ae'West Memphis, County of Crittenden,
State of Arkansas, to-wit:
__ Begin at the intersection oP the north right-oP-way line oP the
Chicago, Rock Island and Pacific Railway with the center line,
extended south, of the north and south alley in Block 36 of Kendall's
Subdivision to the City of West Memphis; thence north along said
extended center line and continuing north along the center lines of
the alleys in Blocks 36, 16, 11, 71, 76, 81, and 107 oP said Kendall's
Subdivision to a point 225 Peet south oP the south line oP East
Polk Avenue; thence east parallel to and 225 feet south oP the south
line of East Polk Avenue to a point on the center line of the north
and south alley in Block 119 oP said Kendall's Subdivision; thence
north along said last described center line, extended north, and
parallel to the east line of South Fourteenth Street to a point 501.5
Peet north of the north line of U. S. Highway No. 70; thence west
parallel to and 501.5 feet north oP the north line oP U. S. Highway
No. 70 to a point on the west line of the right-oP-way oP the
Marion-Hulbert cutoff oP the Saint Louis-San Francisco Railway;
thence southerly along the west line oP said cutoff to a point on
the center line oP U. S. Highway No. 70; thence west along said center
line oP U. S. Highway No. 70 to its intersection with the east line,
extended north, oP South Avalon Street; thence south along the east
line oP South Avalon Street to its intersection with the south line
oP Harrison Avenue; thence east along the south line oP Harrison
Avenue to its intersection with the west line, extended south, oP
Rhodes Street; thence south along the west line, extended south, oP
Rhodes Street to its intersection with the north line oP the area
marked Hulbert Yard of the Chicago, Rock Island and Pacific Railway;
thence in a generally easterly direction and southerly direction

intersection with the west line of the right-oP-way oP the Marion-
Hulbert cutoff oP the Saint Louis-San Francisco Railway; thence in
a straight line to the intersection oP the center line, extended
south, oP the north and south alley in Block 35 oP Kendall's Sub-
division to the City oP West Memphis with the north line oP the
right-oP-way oP the Chicago, Rock Island and Pacif is Railway; thence
northe8~terly along said north line a distance oP approximately 350
Peet to the point oP beginning,

which the commissioners to be appointed Por the district shall deem

line, extended north, of South Seventh Street to its intersection with the east line,
extended north, of South Fourteenth Street;

line, extended north, of South Avalon Street to its intersection with the east
right-of-way line of Saint Louis-San Francisco Railway (Marion-Hu]_bert cutoff}.
The north one-half of Broadway from the west right-of-way line of the Saint Louis-
San Francisco Railway (N1ari.on-fiulbert cutoff) to the east ]_ine, extended north, of
Sot:th Fourteenth Street at its intersection with Broadway;
Thompson Avenue from the west right-of-way line of the Saint Louis-San Francisco

Van Buren Avenue from the east line of Woods Street to the west line of South

Jefferson Avenue from the east line of Woods Street to the west line of South Eighth

and that the cost thereof be assessed and charged upon the real
property above described.
Said district shall be known as "Street Improvement
District No. '~~,~_ v' _ of West Memphis, Arkansas," and
and ~ ~ I_ ~~/~ A ~ are hereby -named commissioners,
who shall compose the Board of Improvement for said District.

from and after its passa e .
