SECTION 16. VALIDITY AND ENACTMENT
16.1 Validity. Should any section, subsection, paragraph, clause, or pro-
vision of this Ordinance be declared by a court of competent jurisdiction to
be invalid or unconstitutional, the same shall not affect the validity of the
Ordinance as a whole or any part thereof, other than the part so declared to
be invalid or unconstitutional. The City Council of the City of West Memphis
hereby declares that it would have passed this Ordinance and each section,
subsection, paragraph, sentence, clause, and phrase thereof irrespective
of the fact that any one or more sections, subsections, paragraphs, sentences,
clauses, or phrases be declared invalid.
16.2 Enactment. A11 ordinances and parts of ordinances in conflict here-
with are hereby repealed, and this Ordinance shall be in full force and
effect from and after its final passage and publicatirn as provided by law.
