I ~"""" WHEREAS, parties claiming to be the owners ©f more than two thirds in assess®d value of the real property located within the territory hereinafter described have filed a petition praying that an improvement district be established for the purpose hereinafter set Doti and WHEREAS, after due notice as required by law, the City Council of the City of ~;~`est ~4=~mphis, Arkansas, has heard all the parties desiring to be heard, and has ascertained that said petition was+ signed by more than two thirds in assessed value of the owners of real property within said territory] now, therefore, BE IT ORDAINED by the City Council of the City of West Memphis, Arkansas: SECTION 1. There is hereby established an improvement district embracing all of the real property lying in the following described part of the City of West Memphis, County of Crittenden, State of Arkansas, to-wit: _ ._.._ _ ._ ,...~ _ _ .,:a., (The additions listed are additions to the City of West Memphis; "Broadway" is the name for that part of U. S. Highway No. 70 in West Memphis.) Begin at the point of intersection of the center line of Broadway and the east line of Walker Avenue (extended south); thence south along said east line of Walker Avenue (extended south) to the north line of the Rock Island Railroad right-of-way; thence southwesterly along said north right-of-way line to its intersection with the east line of South 8th Street; thence north along said east line of South 8th Street to the north line of Jefferson Avenue; thence west along said north line of Jefferson Avenue to the west line of the east half of Block 34 of George T. Kendal Sub- division; thence north along the west line of the east half of said Block 34 to the south line of Madison Avenue; thence east along the south line of Madison Avenue to the center line of Drainage Ditch No. g; thence north along the center line of said Drainage Ditch to the south 11ne of Broadway; thence east along said south line of Broadway to the west line of South 7th Street; thence north along the west line of South 7th Street and North 7th Street to the north line of Thompson Avenue; thence west along said north line of Thompson Avenue to the east line of North 6th Street; thence northwesterly along said east line of North 6th Street extended to the center line of Ten Mile Bayou; thence easterly and southeasterly along said center line of Ten Mile Bayou to the point of its intersection with the extension north of the east line of Block 17 of M. L. Thompson's Sub- division; thence south along the east lines of Blocks 17 and 16 of said M. L. Thompson's Subdivision to the north line of Thompson Avenue; thence west along said north line of Thompson Avenue to the center point of the south line of Block 9 of said M. L. Thompson's Subdivision; thence south along the center line of Block 8 of M. L• Thampson's Subdivision and Block 111 of George T. Kendal Subdivision to the south line of Polk Avenue; thence east along the south line of Polk Avenue to the east line of South 14th Street; thence north along said east line of South 14th Street to the center line of Broadway; thence east along said center line of Broadway to the point of beginning; for the purpose of paving, in the manner and with the materials which the commissioners to be appointed for the district shall deem to be for the best interests of the district, the following parts of the following streets in the City of i;+est Memphis, Arkansas, to-wit: ~ i NORTH 7th, 8th, 9th, 10th, 11th, 12th, 13th, and 14th STREETS, each from the north line of Thompson Avenue to Ten Mile Bayou; RICHARDSON AVENUE from its intersection with the east line of North 7th Street to its intersection with the west line of North 14th Street; PERKINS AVENUE from its intersection with the east line of North 7th Street to its intersection with the west line of North 12th Street; SOUTH 7th, 9th, 10th, 11th, 12th, and 14th STREETS each from the south line of Polk Avenue to the north line of Jefferson Avenue; SOUTH 13th STREET from the south line of Polk Avenue to the north line of the Rock Island Railroad right-of-way; SOUTH 15th STREET from the south line of Broadway to the south line of Madison Avenue; SOUTH 16th STREET from the south line of Broadway to the School property and the turnaround street on said property; SOUTH 17th and 18th STREETS from the south line of Broadway to the north line of the Rock Island Railrca d rigkit-of-way; SOUTH 19th STREET dram the south line of Broadway to the north line of Harrison Avenue, and from the north property line of Bloek 154 of George T. Kendal Subdivision, ex- tended east, to the north line of the Rock Island Railroad right -of-way; SOUTH 20th STREET from the south line of Broadway to the north line of Harrison Avenue, and from the north line, extended east, of Block 161 of George T. Kendal Subdivision to the north line of the Rock Island Railrca d right-of-way; SOUTH 21st STREET from the south line of Broadway to the north line of Van Buren Avenue, and from the north line, extended east, of Block 170 of George T.
