AN ORDINANCE AUTHORIZING THE JUNIOR DEPUTY CITY CLERK TO
ATTEST THE MAYOR'S SIGNATURE IN THE CASE OF THE ELECTED CITY
CLERK'S AND THE SENIOR DEPUTY CITY CLERK'S ABSENCE OR
UNAVAILABILITY,DECLARING AN EMERGENCY AND FOR OTHER
PURPOSES.
WHEREAS,the West Memphis City Council has the authority to authorize the junior
deputy city clerk to attest the mayor's signature, whenever attesting is required in the
unavoidable absence or unavailability of the elected city clerk or the senior deputy city clerk;
NOW,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS,ARKANSAS,THAT:
SECTION 1. The junior deputy city clerk is authorized to attest the mayor's signature
whenever attesting is required due to the absence or unavailability of the elected city clerk or the
senior deputy city clerk.
SECTION 2. EMERGENCY CLAUSE. It having been found and determined by the
City Council of the City of West Memphis, Arkansas,that an urgent and immediate need exists
to have a system which allows for the absence or unavailability of the elected city clerk or the
senior deputy city clerk to attest the mayor's signature, therefore, an emergency is hereby
declared to exist, and this Ordinance being necessary for the preservation of the public peace,
health, safety and welfare of the Citizens of West Memphis,Arkansas, shall be in full force and
effect from and after the date of its passage and approval.(
