AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR A COMPUTER SOFTWARE
SYSTEM FOR THE WEST MEMPHIS PUBLIC LIBRARY, AND FOR OTHER PURPOSES
WHEREAS, Arkansas Code Annotated § 14-58-303 allows waiving of competitive bidding in
exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS. there are many items necessar<~ for the City~s use where competitive bidding is deemed
not feasible or practical; and
WHEREAS. the West Memphis Public Library is in need of upgrading their computer software
system in order to automate the library's circulation and catalog. and competitive bidding under such
circumstances would not be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS. ARKANSAS:
That competitive bidding be waived for the following item to be used by the City, described
as follows:
A Software License Agreement for Epitech Automated Circulation System Software, manufactured
by epitech, if~c.. consisting of Core Software, Database Software. Peripheral Software, Data Services, and
training ser<~ices: one Dell PowerEdge 2100 Computer with monitor, modem and upstation, to be purchased
from epitech, inc.. for a total amount of $62.827.00.
