AN ORDINANCE TO WAIVE COMPETITIVE BIDDING FOR
REPAIRS TO INGRAM BOULEVARD BRIDGE, DECLARING AN
EMERGENCY AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of
competitive bidding in exceptional situations where such procedure is deemed not feasible or
practical; and
WHEREAS, there are many items necessary for the City's use where competitive bidding
is deemed not feasible or practical: and
WHEREAS, the City of West Memphis is in need of repairing the Ingram Boulevard
bridge due to precast concrete channel slabs collapsing, and competitive bidding under such
circumstances would not be feasible or practical:
WHEREAS,Chris-Hill Construction Company has submitted a quote for$38.275.00 for
repairs to the Ingram Boulevard bridge and Chris-Hill Construction Company can begin work
immediately:
NOW,THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following nem to be used by the City,
described as follows:
Repairs to the Ingram Boulevard bridge by Chris-Hill Construction Company in the
amount of$38,275.00.
2. EMERGENCY CLAUSE. It having been found and determined by the City Council
of the City of West Memphis, Arkansas, that there is an urgent need to make repairs to the
Ingram Boulevard bridge due to precast concrete channel slabs collapsing and causing a major
