WEST MEMPHIS CITY COUNCIL
July 18, 2019
A regular meeting of the West Memphis City Council was held on Thursday- July 18, 2019, at
1:30 p.m in the City Council Chambers at Cny Hall, 205 S Redding, West Memphis, Arkansas
Invocation was given by John Rech, followed by the Pledge of Allegiance led by VFW Rep, Jim
Fiveash, Mayor Marco McClendon called the meeting to order at 1:30 p.m. City Clerk, Joyce
Gray, called the roll. Those present were. Mayor Marco McClendon, Cite Attornev Michael
Stephenson, City, Treaurer Frank Martin and Council Members- Trace Can, James Pulliaum,
Jaate.+ Holt, Charles Wheeless and Mone Croom Absent were Lorraine Robinson, Helen Harris,
Melanie Hutchinson, Willis Mond_c and David Afurrar, with no Quorum being present, Mayor

reading of the minutes of July 03. 3019 City Council meeting and approve them as submitted.

TOWER IN A R-1 SINGLE FAMILY RESIDENTIAL DISTRICT.
City Attorney Stephenson read the Ordinance for the Seconded time No action taken
NEW BUSINESS:
R-1 A RESOLUTION APPROVING A REVISION TO THE 2019 BUDGET
City Attorney Stephenson read the Resolution. Council Member Pulhaum made a motion,
seconded by Council Member Croom to amend the Resolution (R-1) to read to approve only the
Police and Fire Department. Council Member Pulliaum would like the Council to have time to
review the budget and come back in a week with recommendations. Discussion followed.
Council Member Pulliaum would like to give the Police Department, Sergeant and above a 5q
increase and the Fire Department a 9% increase. Mayor McClendon asked for a roll call vote.

Council Member Can made a motion, seconded by Council Member Croom to amend the
permission request to strike Allen and Hoshall and change it to Barnes & Bower to build the
New Library, Mayor McClendon asked for a roll call vote. City Clerk, Joyce Gray called the roll

give permission to Mayor McClendon to sign the Agreement with Barnes & Bower was
amended.
Council Member Catt explained that they would be asking the public for a vote in November on
how to disburse new revenue in the amount of I. 4 million to offset the shortage to build the new
facility, if it is not approved by the people, they will borrow the money. Fidelity Bank has
already agreed to finance it, if need be.

COMMITTEE REPORTS:
BUDGET COMMITTEE: Council Member Cutt said the Budget Committee met but the
presentation was voted down. The Committee will meet again next week to try and get it
everything worked out and will present it again.
WEST MEMPHIS CHAMBERS Council Member Wheeless said the Chamber Committee
fL met on August 10, 2019 Council Member Wheeless announced that the Tax Fee weekend for
Arkansas will be August 3"°through August 5". The Delta Carnival will be August 4" through
August 6" The Delta Market is open the 20" through the 27" of July at the ASU Mid-South
Campus. The State has awarded 22.4 million dollars for new schools contingent on the passing
of the millage increase The millage will build a new Wonder Junior High School and New West
Junior High school and in addition, it will also ensure a greater modernization safety and security
throughout the entire school district in West Memphis. If we fail to pass this millage, we will
lose the money Council Member Wheeless is encouraging the City to take serious consideration
in supporting the millage tax for the school systems

ANNOUNCEMENTS: Council Member Pulhaum announced that the Council needs to
meet to discuss the budget and if there are any questions or concerns that anyone needs to be
brought out, they need to do so.
There being no further business to come before the City Council, Council Member Pulhaum
moved, second by Council Member Croom to adjourn Upon voice vote, voting was unanimous.
