Whereas, a petition was duly filed with the City Council
of the City of aJest I•~emphis, ~rkansas, on the 15th day of
September, 1953, asking the City Council to vacate and
abandon certain streets and avenues and portions of certain
streets and avenues shown on plats of Geo. T. I{endal
Second Addition to the City of ;ti'est Iemphis, Arkansas, of
record in Flat Boole 1 at page 258 of the records of
Crittenden County, E~rlcansas, in the office of the Circuit
Clerk and Recorder of Crittenden County, Arkansas, said
streets and avenues being knotan as Washington Avenue,
Arkansas Avenue, Central Avenue, l~.ississippi Avenue, South
Third Street, South Fourth Street, South Fifth Street and
South Sixth Street, the portions of said streets sought
to be vacated being specifically described as follows, to-wit:

Crittenden County, Arkansas.
Ilhereas, after due notices as required by law, the Council
has, at the time and place mentioned in the notice, heard
all persons desiring to be heard on the question and has
ascertained that the streets and avenues or the portions
thereof, hereinabove described, have heretofore been dedicated
to the public use as a street or streets and avenues herein
described; have not been actuall3r used by the public generally

for a period of at least fi-ve yearsy that all of the owners
of the property abutting upon the portions of the streets
and avenues to be vacated have f7.led with the Council their
written consent to such abandonment of such portions; and that
the public interest anal welfare will not be adversely affected
by the abandonment of such portions of such streets and
avenues.

Comes William L. Johnson Co., Inc.., being the owners
of property abutting upon certain streets hereinafter particula.r~y
described and, petitioning the Honorable City Council of the City
of West Memphis, Arkansas state:
That the petitioner v~~as the owner of all property
which is now described as Geo. T. Kendal Second Addition to West
Memphis, Arkansas, and numerous other lands adjoining said
Addition; that the said William L. Johnson Co., Inc., caused
the tract of land comprising said Geo. T. Kendal Second Addition
to be platted into lots and blocks and caused such plat to be
filed for record, as prmvided by law, and that said plat now
appears of record in Plat Book 1 at page 25$ of the records of
Crittenden County, Arkansas; that certain streets and avenues
known as Washington Avenue, Arkansas, Avenue, Central Avenue,
Mississippi Avenue, South Third Street, South Fourth Street
South Fifth Street ~nd South Sixth Street were shown on such
plat; that portions of said streets have not been actually used
by the public as streets for more than five years prior to this
