ORDINANCES IN CE~'A'I~ICT B~iITH RZPEAI~: All Ordinances or parts of ordinances in conflict herewith are hereby repealed. SDCTItEi III. EMEQaENCY CLAUSE: It being determined by the City Council that the above land8 are, on this date, not zoned, and it farther appearing to the Court that said lands are in the process of being developed, and having valuable improvements erected thereon, and it being necessary that said lands be zoned before said improvements are erected thereon, and this ordinance being necessary for the iimmediate preservation of the public peace, health, safety and ha~rpiaess of the citizens of the City of West Memphis, an emergency is hereby declared to exist and this Ordisiance will take effect and be i.n full force immediately upon its passage and approval.
