KENDAL FOURTH ADDITION TO THE CITY OF WEST MF,MYFiIS, ARKADTSAS WHEREAS, Notice was duly published of a hearing before the Planning Commission of the City of West Memphis to be had and held on the 13th day of Mays 195l~, for the purpose of zoning the lands hereinafter described, and WHEREAS, on the 13th day of May, 1954, pursuant to said Notice, the L Planning Commission met for the purpose of determining in what classifica- tion the ].ands hereinafter described should be zoned, and after hearing the owners of said lands, all other interested persons, and from all in- formation, and all other things before the Planning Commission, it was the finding of the Plarraing Commission that said lands should be zoned as an °A" Single Family Residence District, and WHEREAS, Notice was duly published on the 21st day of May, 195b, that a hearing would be held before the City Council at 7:30 p.m. on Tuesday, June 15, 1954, for the purpose of hearing all interested parties in connection with the zoning of said lands hereinafter described, and WHEREAS, at said meeting the owners of said lands appeared and re- quested that said lands be zoned as an "A" Single Family Residence District, and WHEREAS, no persons appeared to protest against zoning said lands as an "A" ~Lngle Family Residence District, and after hearing the owners and other interested personffi, the Council finds that said lands should be zoned as an "A" Single Family Residence District, now, therefore BE IT ORDAINED BY THE CITY CEIUATCII, OF THE CITY OF WEST MEMPHIS: SECTION I. "A" SINGLE FAMILY RESIDENCE DISTRICT: That the following lands, to omits Blocks One (1), Two (2), Three (3) and Four (!~), Geo. T. Kendal Fourth Addition to the City of West Memphis, '' Arkansas, being located 3n the South Half (S~) of the Northeast Quarter (NE4) of Section Seventeen (17), Township Siu (6) North, Range Nine (9) East, Crittenden Coanty, Arkansas, be, and the same are, hereby zoned as an "A" Single Family Residence District. SECTION II. ORDINANCES IN CONFLICT HEREFIITH REPEALED; All Ordinances or parts of Ordinances in conflict herewith are hereby repealed. SECTION III. EMERGII+iCY CLAIISE: It being determined by the City Council that the above lands are, on this date, not zoned, and it further appearing to the Council that said ].ands are in the process of being de- veloped, and having valuable improvements erected thereon, and it being further necessary that said lands be zoned before being further developed, and this Ordinance being necessary for the immediate preservation of the public peace, health, safety and happiness of the citizens of the City of West Memphis, an emergency is hereby declared to exist and this Ordinance will take effect and be in full force i:amediately upon its passage and approval.
