the streets, avenues, parkways and drives, as delineated and shown
on the plat of worthi.ngton Park addition, City of Hest gemphis,
lrkanaas, of record in Plat Book " 1'~ , at page 188-189 of the records
in the otfios of the Circuit Court Clerk and Lx~-Officio Recorder of
Crittenden County, Ar]oaasas, be, and the same is hereby accepted acrd
confirasd by the City ot'hest Memphis, and that the City of hest Memphis
hereby assnmres the responsibility for the proper improvements and
maintenance of said streets, avenues, parkways, and drives.
It`ether appearing that there is an acute housing shortage
in the City of west Memphis and that numerous persons are seeking
desirable building lots, but xill defer purchase of lots in said
addition unless assured the City of 1Yest Memp~hia xill improve and
maintain the streets, avenges, parkways a~ drives therein, becspeae'
of such prevailing coition, the ~sd for this ordinance is urgent,
therefore, it is necessary for the ismoediate preservation of the
pablio peace, health and safety, an emergency is declared lwad this
ordinance shall take effect and be in force fraoa~ and after its
passage.
